Four year Framework with 20 lots for tree health surveys, due to expire 22 May 2020. The organisation uses this Framework to purchase a range of tree health surveys that provide critical support to FLS management of the national forest estate.
The procurement for a replacement framework/ contract has been delayed due to COVID 19 and FLS staff were unable to place call off contracts to meet their seasonal requirements during lock down. This Framework Agreement therefore needs to be extended to enable service provision for this year until the new agreement is in place, which is anticipated to be April 2021.

To Modify the Framework Agreement under Regulation 72(1C),
The modification recommended includes an extension to the deadline to 30 March 2021 and increase value by GBP 100 000, which is the average yearly spend.

Disgrifiad o’r amgylchiadau a olygai fod angen yr addasiad ac esboniad o natur annisgwyl yr amgylchiadau hyn:
COVID-19 has resulted in tender delays and an inability of FLS staff to place call-off contracts in April and May 2020 to meet their summer requirements.
The modification therefore:
Has been brought about by circumstances which FLS could not have foreseen- COVID-19 impact on FLS placing orders in April and May and delaying replacement framework tender;
Does not alter the overall nature of the contract or framework- the specification remains the same; and
Increase in price does not exceed 50 % of the initial contract value or framework agreement- increase of 25 %.supports SPPN 6, as it will allow the prioritization of procurement resources to support COVID-19 restart operations and will give relief to suppliers as it will be a less onerous method of winning contracts; and will not require a completion of a tender during a time period where their capacity is limited.
