VII.2.1) Disgrifiad o’r addasiadau
Increased work related pressures as a result of Covid-19 (circumstances that a diligent contracting authority could not have foreseen) has had a significant impact both internally for the Council and indeed the wider external marketplace, meaning that focus has very much shifted to frontline delivery as part of the key supply chain across all Social Care areas. This has also adversely impacted upon the ability of all parties to manage and respond to a tender exercise including pre-contract requirements such as TUPE, IT management systems, etc., through reassigning staffing to meet significantly increased critical and urgent workloads. Thereby meaning that not delaying the procurement exercise may favour the incumbents. Also, associated risks around new service implementation being compromised or failure to continue with the incumbents resulting in a potential service gap or a reduced service leaving vulnerable service users without critical care and/or equipment.
In light of the demands on the Council’s service areas and pressures faced by potential bidders, a 9 month extension compliant with Regulation 72(1)(c) of the Public Contract Regulations 2015 has been put in place with the incumbent provider to enable a viable procurement process to be undertaken later in the year, when the pressures created by the Covid-19 events have hopefully eased.
