Dudley College of Technology, acting on behalf of the Dudley Town Deal Board, incl. Dudley Metropolitan Borough Council is requesting application for the appointment of a University level partner for its bid for funding under the Government’s Town Funds investment programme.
The Dudley Towns Fund plan is to develop a new HE centre of at 5 000m2, and to invite a University to deliver level 4 and 5, degree and post graduate programmes from the new centre, on a full and part time basis, by way of a concession. It is anticipated that the new building will be completed for the 2023/24 academic year.
The Dudley Town Deal Board is keen to secure a partnership with an HEI who can bring maximum benefit to the project. It is envisaged that the new HE centre will offer a modern curriculum and will have a significant focus on acute care, healthcare in the community and med-tech/digital healthcare technologies. The curriculum will help join up health and care services and support integrated care and reform (ICS)

Applicants wishing to be considered must register their Expression of Interest. The Applicants will be selected to no more than three to be invited to negotiate based on the following criteria:
• financial assessment,
• technical assessment,
• HEI validation: Evidence of recognition as a Higher Education provider (e.g. UK Provider Reference Number), or equivalent,
• relevant experience: Successfully delivering higher education within the latest 5 year period.
• relevant experience: Track record in developing and delivering high quality education relevant to the healthcare sector,
• relevant experience: Track record in delivering and resourcing a programme of training that meets industry needs and provide an example of where this has been done through a distributed basis away from your main campus.
(NB: All dates are indicative and may be amended).

III.2.2) Amodau perfformiad contractau
The HEI will enter a collaboration agreement with the Town Deal Board in order to provide input into the Town Investment Plan for the development of the new HE Centre in Dudley.
Prior to the commencement of operations it is intended that the successful HEI will enter into formal contract negotiations with the Town Deal Board and subject to detailed negotiation following approval of the Town Fund bid submission, there will be an agreed concession contract for the delivery of the HE Centre and conferring an exclusive licence to develop & use the HE Centre in relation to the delivery of University level education and skills programmes. It is envisaged that the new HEI centre will generate turnover in excess of circa GBP 7m income by the end of year 5 and that student numbers will be in line with this. This is broadly equating to 750 full time equivalent learners using the HEI centre annually, by year 5 of operations. This is not confirmed and is still subject to agreement by the UK government.

Any review proceedings must be brought within the timescales specified by CCR16. In accordance with the CCRs. The College will incorporate a minimum 10 calendar day standstill period from the date information on the award of the contract is communicated to tenderers.
