The Driver and Vehicle Standards Agency (DVSA), an executive agency of the Department for Transport (DfT) acting on behalf of the secretary of state for transport, states its intention to award a contract for the provision of technical support services (TSS3) for its future theory test service (FTTS).
DVSA intends to award a contract for a period of 15 months in September 2020 with options to extend for up to a further period of 12 months in two 6 monthly increments.

DVSA intends to award a contract for technical support services (TSS) for its future theory test service (FTTS)for 15 months from September 2020 with options to extend for up to 12 months in two 6 monthly increments. To assist in developing the service DVSA must have an operational TSS from September 2020 before the start of FTTS in September 21. This requirement is needed to avoid a delay in the commencement of FTTS. There is currently a fully integrated TSS for other DVSA services. DVSA intends to merge all TSS contracts via a competition and will engage with the market in 2021 for the combined TSS to align with the current TSS contract. In the interim period, due to extreme urgency of the service requirement brought about by the impact of Covid-19, the DVSA is operationally unable at this stage to undertake a full PCR 2015 compliant competition for its overall technical services requirements. Following legal advice, DVSA has decided to implement this interim measure which will be kept under review.

Esboniad:
The contract is for the provision of technical support services (TSS) for the DVSA future theory test service (FTTS).
DVSA anticipates that new FTTS contracts will commence in September 2021. Due to the nature of this new service DVSA needs to explore and understand the full support requirements in order to develop the full technical support specification for this service over the next 15 month period to enable a full competition in the market. It has identified that it will need an operational technical support services contractor from September 2020 to help develop the service requirements.
There is currently a fully integrated technical services support for other DVSA services and it is DVSA’s stated intention to merge these technical support services and engage with the market in the summer of 2021 to test value for money and drive service improvement.
The impact of Covid-19 on resource limits the DVSA to undertake any competition and conduct adequate market engagement for the required start date of September 2020 for TSS3 in support of FTTS.
The current requirement is needed to avoid a delay in the service commencement of FTTS. TTS3 is one of the services required in order to support this.
‘Therefore due to the extreme urgency of the service requirement, this procurement is being undertaken under regulation 32(2)(c) of the Public Contracts Regulations 2015 (the award of a public contract by the negotiated procedure without prior publication in cases of extreme urgency).’
