Esboniad:
The Royal Navy, Navy X, part of the UK Ministry of Defence, intends to award a 1-year contract to BAE systems for the provision of PAC 24 Fleet conversion into USV, T23 integration using combat management system and fleet trial using the negotiated procedure without prior publication of a contract notice, pursuant to Article 28 (1) (e) of Directive 2009/81/EC (Regulation 16 (1) (a) (ii) of the Defence and Security Public Contracts Regulations 2011). This is due to the following technical reasons — there is a requirement to use the PAC24 craft in order to fulfil the project objectives as this is the in-service sea boat and integration and operation from an in-service warship is a core component of the project. The ship interface (chocks/davits etc) have been designed and installed in all RN ships to operate with this craft and to operate with a different boat would incur additional and unacceptable time/cost to modify/certify/test the ship side of the interface. The contract cannot be competed because the required PAC24 modifications are invasive to the craft’s integrity and will invalidate the current platform safety case. BAES are the PAC24 design authority and consequently the only organisation able to assure fundamental changes to the platform in terms of structure and stability, naval architecture and overall platform safety and integrity. The modifications require specific detailed knowledge of the PAC24 design, naval architecture aspects and safety modelling.
