HS West Essex Clinical Commissioning Group is seeking a provider for Primary medical services at the Nazeing Valley Health Centre; the services are advertised as a Branch Surgery.
The Nazeing Valley Health Centre is situated in the village of Nazeing in the Epping Forest district, Essex, England. The current weighted patient list size is 3147.52 as of 1.1.2018 with a fairly even age distribution in line with the national and CCG’s average but slightly less males aged over 75 than the national average.
Services to be provided:
— A branch surgery.
— Essential Services.
— All Additional Services.
— Enhanced Services.
— Access to Primary medical services during core opening hours and service delivery from 8am – 6.30pm Monday to Friday (except statutory bank and public holidays) at the Nazeing Valley Health Centre or the provider’s current main and/or other branch sites.
West Essex CCG is looking for a patient-centred approach to care delivery that is user friendly and culturally sensitive and encompasses national and local public health targets. We are also looking for providers who are delivering Primary medical services to a high standard and can run Nazeing Valley Health Centre as a branch surgery. In addition, providers will need to demonstrate a willingness to deliver a number of key design principles e.g. improving access and promoting prevention and self-care, as part of core service delivery.

The provider will need to deliver the full range of primary medical services from the branch surgery from 1.6.2018. Following responses to stakeholder engagement the Commissioner will contract for the services using; either the NHS General medical services (GMS); or the NHS Personal medical services (PMS); or the NHS Alternative provider medical services (APMS) contract. The contract period for an APMS contract will be an initial 3 years with the option to extend by up to a further 2 years. The contract form will be agreed with the successful bidder and will be dependent on whether there are any restrictions on the provider entering into different contract types.
Based on current patient list and scope of services the annual contract value is GBP 430 000 per annum (excluding set-up costs). Any future contract value is expected to be in line with any rise or fall in the patient list size, as may be the case. The total value including all options, set-up costs and possible extensions is GBP 2 200 000.
This procurement is being carried out by NHS South, Central and West commissioning support Unit (SCW) on behalf of the commissioners.

In order to submit a bid, you will need to register on the e-procurement portal and 'express an interest' and then complete all necessary questions as specified within the documents.
On registration, please include at least 2 contacts to allow for access to the portal in times of absence.
The services are healthcare services falling within Schedule 3 to the Public Contracts Regulations 2015 ("the Regulations") which are not subject to the full regime of the Regulations, but is instead governed by the "Light touch regime" contained within Chapter 3, Section 7 of the Regulations (Regulations 74 to 77).
The tendering process will be conducted in accordance with the requirements and flexibilities provided by Articles 74 to 76 of the Directive, and Regulations 74 to 76 of the Regulations. The Authority will run a transparent tender process, treating all Bidders equally. For the avoidance of doubt, the Authority will not be bound by the Regulations or the Treaty on the Functioning of the European Union or any other regulations or legislation except for the specific parts or circumstances that apply to the procurement of these Services.
Neither the inclusion of a Bidder selection stage, nor the use of any language or terms found in the Directive or Regulations, nor the description of the procedure voluntarily adopted by the Authority ("Open", "Restricted", "Competitive Procedure with Negotiation", "Competitive Dialogue" or any other description), nor any other indication, shall be taken to mean that the Authority intends to hold itself bound by the Directive or Regulations, save by the provisions applicable to services coming within the scope of Annex XIV of the Directive / Schedule 3 of the Regulations.
The Contracting Authority intends to voluntarily observe the award decision notices provisions and 10 day standstill period described in Regulation 86 of the Regulations. Unsuccessful Bidders will receive scores and reasons for the decision, including the characteristics and relative advantages of the winning bid and the reasons why the Bidder/application was unsuccessful. Deadline for lodging of appeals should be in accordance with Regulation 87 and Regulation 91 of the Regulations.
