DFID has been supporting these areas through the soon to conclude Centre for Inclusive Growth programme and the concluded Nepal Investment Climate Reform Programme through IFC. DFID wishes to appoint a supplier(s) to implement 3 components of the recently approved programme; Accelerating Investment and Infrastructure in Nepal (AiiN). 3 lots have been identified within this requirement.

Esboniad:
A cost extension and an increase of two years is recommended is required to respond to unforeseen restructuring of Nepal into a federal country, and to scale up sub national work. A transition to federalism from a unitary form of government with the introduction of a new constitution in 2015 is a huge change, and has created considerable demand from provinces and municipalities for support on economic management, and support to federalism is an immediate priority of the Government.). EPI and DFID would like to respond to this by providing further support to at least three provinces to develop and implement economic development strategies, and additional municipalities within those provinces. The amendment to contract will ensure continuity of the service and support provision.

1) Considerable cost of DFID staff time spent on running and managing a new procurement process (9 months) in addition to managing the last year of the programme with the existing partner;
2) This could cause disruption to the reform efforts by the existing partner and other key stakeholders;
3) There are reputational and delivery risks which could potentially damage the relationship DFID has with the partner country already involved in the programme;
4) A significant time would be used by new service provider to build relationships with key stakeholders in the education sector. This has the potential to delay delivery of programme activities especially within the first year of implementation for the new partner;
5) Duplication of inception costs.
The funds required for this concession is 13 271 288 GBP.
