II.2.4) Disgrifiad o’r caffaeliad
Following the production of the Milton Keynes Domestic Abuse Needs Assessment 2018-2021 and a review of commissioned services, Milton Keynes Council and its partners have decided to establish a domestic abuse strategic partnership board (Strategic Board) and appoint a specialist organisation with extensive expertise and experience in domestic abuse. The framework contract will be in place from 29.2.2020. We published an expressions of interest for potential providers prior to entering into a formal procurement arrangements. The framework contract is for 5 years, with an option to extend for up to a further 2 years, making a maximum of 7 years in total. Any annual extension will be agreed between the Council and the provider.

MKC reserve the right to award without further competition (where there is only 1 satisfactory expression of interest). However, if more than 1 bidder who is capable of delivering the service applies, a full competitive tender process will be carried out and bidders will be requested to answer additional MEAT questions which will be scored on quality only.

Contracts and framework agreements may be modified without a new procurement procedure in accordance with Regulation 72.1(a) under the Public Contracts Regulations 2015 where the modifications, irrespective of their monetary value, have been provided for in the initial procurement documents in clear, precise and unequivocal review clauses,which may include price revision clauses or options.
Areas identified for consideration for potential future service development by the Council’s Needs Assessment and Review of Commissioned Services 2019 are:
— develop services in response to legislation and national policy and guidance;
— identify and secure new sources or investment including submitting bids for funding from central government and other sources to develop domestic abuse services locally;
— implement clear governance and strategic direction in respect of domestic abuse;
— develop clear pathways for people affected by domestic abuse which are accessible to all including but not restricted to women, with and without children, men, LGBTQ+, BAMER, people with disabilities and people with complex needs,
— raise awareness across communities as to the different features of domestic abuse and the circumstances in which it can occur,
— ensure Milton Keynes residents and agencies are clear regarding reporting of domestic abuse,
— increase awareness and information on sources of support for people affected by domestic abuse,
— train professionals in how to recognise domestic abuse, support victims and work to improve trust and understanding between survivors and services,
— embed domestic abuse training and awareness across partnerships including coercion and control, risk assessment processes for tackling domestic abuse across all communities,
— provide education on healthy relationships for young people,
— improve access to counselling services for victims of domestic abuse,
— widen accommodation options for victims of domestic abuse, for example through implementing a sanctuary scheme.
This list is not exhaustive and will develop during the term of the agreement.
The Council reserves the right to modify the agreement and any related services, including price, as a result of the development of the identified services.
The reason for the framework agreement duration exceeding 4 years is that the partnership will take time to embed, develop the services and deliver the new services and is procured under Regulations 74 to 77 of the Public Contracts Regulations 2015 (‘Light Touch Regime’).

The contracting authority shall allow a period of at least 10 days to elapse between the date of despatch of notice to economic operators, who participated in the tender, notifying them of its decision and intention to award a contract and the date on which it proposes to enter into a contract with the successful economic entity or entities.
Any economic operator who has been sent a notice of being unsuccessful may write to the contracting authority through ProContract, the Council’s procurement portal or at the address given below to request further information.
The contracting authority will, as appropriate and further having regard to applicable laws, provide any further information to the economic operator regarding its tender submission and the outcome.
The above is without prejudice to any remedies that are available to economic operators under the Public Contracts Regulations 2015 and other applicable law.
