Wave Hub Development Services Ltd, trading as Celtic Sea Power (CSP) are a 100% subsidiary of Cornwall Council with funding from the Welsh European Funding Office (WEFO) and the Swansea Bay City Deal (SBCD) to develop ‘The Pembrokeshire Demonstration Zone’ (PDZ).,
The PDZ is part of the Pembroke Dock Marine programme whose sponsor is Pembrokeshire County Council and project delivery partners include Port of Milford Haven, ORE Catapult and Marine Energy Wales. The project has secured funding up to the end of June 2023 to develop the PDZ and inform the next stage of the development pathway. To support this, CSP will require legal professional services in a number of key areas, which comprise a mix of fixed fee and call off work in a few key areas, as set out in the ITT available at www.sell2wales.gov.wales.
There are four key areas where CSP are seeking professional legal services. Some additional narrative is provided below to put the requirements into context. They are not intended to be exhaustive.
- Procurement of Supplies, Works and Services
CSP is subject to public procurement rules for all goods, services and works. Throughout the funding period to June 2023, the successful bidder will be required to support the CSP team to ensure its procurement activities are fit for purpose and comply with all requirements to ensure that goods, works and services are compliant with the relevant legislation.
We require;
A. Fixed budget price for the preparation and execution of the two OJEU procurements.
B. Blended hourly rates for ad-hoc call-off support for to the four open below threshold level procurements.
- Planning and Development Advice
We require:
C. blended hourly rates for ad-hoc call-off support in relation to planning and development.
- Regulatory Support and Advice
We require:
D. A fixed fee proposal to consider the role a future the PDZ MOS development against the current legislative and regulatory framework, identifying where adaptation may be required.
E. Blended hourly rates for ad-hoc call-off support in relation to ongoing regulatory support.
- General and Commercial Advice
TThe CSP team will require key commercial agreements to secure land and end user agreements as well as advice and support on an ad-hoc basis to ensure commercial arrangements are robust and the project is financeable.
We require
F. A fixed fee proposal to provide first drafts, receive client comments and revise for the following: Landowner heads of terms; draft wayleaves agreements for the onshore cable corridor
• Heads of terms for end users’ agreements
G. Blended hourly rates for ad-hoc call-off support in relation to ongoing commercial and general advice.
