Installation services of radio equipment. The MORPHEUS project has a requirement to establish a number of Authority managed Installation Design and Certification capabilities during the Evolve to Open (EvO) contract period and beyond. These capabilities will enable the conduct of platform surveys, platform installation design, EvO First of Type (FOT) installation, commissioning, certification and preparation for fielding activities on behalf of the Authority against an Army Headquarters (AHQ) endorsed fielding strategy and plan. MIDaC Objectives:
The objective of the MIDaC procurement is to provide functions (and associated outputs) within the scope outlined below during the EvO D&D phase, as required by the Authority with an aim to:
a) Inform the EVO system and installation design by identifying platform specific constraints and opportunities for improved installation (qualified), operation and maintenance and minimising disruption throughout platform conversion.
b) Manage and technically assure the Design Organisation(s) delivered, platform-specific installation designs of the EvO System in accordance with the Installation Design and Certification (ID&C) process, on a number of FOT platforms (circa 10-15) prior to Operational Field Trials (OFT).
c) Manage and technically assure the Design Organisation(s) delivered, platform-specific installation designs for all EvO System recipient platform types (approx. 45 Land, 16 Maritime and 13 Air), to the point of Initial Design Review in accordance with the ID&C process.
d) Increase the Authority's in-house levels of Knowledge, Skills and Experience (KSE) of platform installation design and certification, to inform future tasking required to support large scale OFTs and fielding.

(1) Potential bidders' attention is drawn to the short description covering the nature and scope of the work (paragraph II.4). It should be noted that this has changed from the previously released PIN reference 2016/S 235-429265 titled ‘MORPHEUS Platform Integrator’ dated 02/12/2016, most notably the fielding and conversion for MORPHEUS is no longer included within the scope of this PIN.
MIDaC Scope:
(2) Platform Installation Design and Certification.
The MIDaC procurement shall ensure that the EvO System installation designs delivered by the Design Organisation(s) are a safe, secure, and supportable solution that meets the communications performance requirement for the platform type. This shall be achieved through (not exclusively):
— Platform System Scaling Requirements Analysis (PSSRA) — Capturing the TacCIS equipment scaling associated with the installation.
— Verification and Validation (V&V) — Capturing the installation design requirements applicable to the host platform, the method of test, the format in which certification evidence is to be provided and the results required to satisfy compliance.
— Cable Design — Supporting the Design Organisation(s) in identifying EvO and EvO to non-EvO cable harnesses.
— Design, Safety and Test Readiness Reviews — Supporting the DE&S DTs and Design Organisation(s) throughout the development phase.
— Certification — Confirming that the installation design is suitably baselined and acceptable for certification through audit. Witnessing tests for verification purposes, and assessment of certification evidence to validate that the installation design requirements have been met. Production of a Final Certification Report.
(3) First of Type Testing.
Supporting the Authority and System Integrator in conducting a defined FOT test to demonstrate EvO system performance of the installed EvO fits and support user acceptance. The FOT test will also be used to assess platform installation performance to inform potential rework prior to fielding at scale for OFTs.
(4) Operational Field Trials.
Supporting the Authority in the production of planning documentation and activities required for platform conversion, OFT and large scale fielding of the MORPHEUS EvO Baseline. The OFT phase and associated activity will be procured separately to this procurement towards the end of EvO D&D.
