The Department for Business, Energy and Industrial Strategy (BEIS) seeks to increase the value of its contract with the National Nuclear Laboratory (NNL) Ltd to deliver the Nuclear Innovation and Research Office. The contract includes: providing government with impartial technical advice on a range of nuclear policy, programmes and strategic issues; programme support to the BEIS Nuclear Innovation Programme; representing Government in certain international fora; and acting as a Secretariat for the Nuclear Innovation and Research Advisory Board (NIRAB). The advisory function NIRO will be separated from NNL's commercial business by a series of ethical barriers.

This contract separates NNL's services to Government from its commercial business in order to streamline access to technical nuclear advice and support, enhance oversight and governance, and ensure the independence of the advice provided.
These services are delivered by the Nuclear Innovation and Research Office (NIRO). NIRO is hosted by NNL but separated through a series of ethical barriers. NIRO will be hosted by NNL at cost.

Esboniad:
The NNL is a Government-owned body (the Secretary of State for the Department for Business, Energy and Industrial Strategy is the sole shareholder) and as such has a remit to support Government in nuclear technical matters. This makes NNL unique as the Government's National Laboratory; impartial advice for the benefit of Government could not be credibly provided by industry contractors. Advice and sharing of information with another commercial rival who has preferential access to Government would not be acceptable.
NIRO is made up of expert technical staff on secondment from NNL and the UK nuclear industry with a range of technical and policy knowledge on the UK nuclear sector that is absent elsewhere. They also have UK security clearances necessary to work on sensitive policy areas.
We therefore consider NIRO to be the only economic operator in the EU that would be able to provide the at-cost (i.e. non-profit) expertise and close involvement with sensitive policy development that we require and, consequently, that this ground is satisfied.
The earlier VEAT notice, referred to above, covered a 2-year contract for 2 400 000 GBP. It did not mention that the contract had an option to extend for a further year, which was included within the contract documentation. BEIS is now exercising this option for an additional 8 months and so is issuing an amended VEAT notice, for 1 200 000 GBP, to reflect that this entire contract is for 2 years and 8 months duration, giving an overall contract value of 3 400 000 GBP, now expiring at end of April 2020.
