Esboniad:
It is intended that this contract will be awarded using the Negotiated Procedure Without Prior Publication pursuant to Article 28(4)(a)(i) of Directive 2009/81/EC [Regulation 16(1)(d)(i) of the Defence and Security Public Contracts Regulations 2011]. Due to unforeseen circumstances we require VKI to carry out additional services until the placement of a competed contract is achieved. Additionally, VKI are the only supplier in the region which has the technical knowledge, experience, and Special Tools and Test Equipment (STTE) to provide the required levels of maintenance and repair in Kenya within the required timescales. This requirement cannot for technical or economic reasons be carried out by another Contractor without major inconvenience to MoD.
This is a critical requirement for the MOD in order to ensure continued supply of Equipment Support materiel to Land equipment operating in Kenya at BATUK and support current operations in North Africa and training for operations.
The 22-month contract with VKI will bridge the gap between the expiry of the existing contract and the placement of a competed Global DRS by Babcock DSG, commencing in January 2021, which will incorporate the Kenyan DRS from January 2021 onward.
