VII.2) Gwybodaeth am addasiadau
VII.2.1) Disgrifiad o’r addasiadau
Due to a change in Welsh Government policy with regards to the frequency with which NHS Wales Staff Surveys should be undertaken (that is, from bi-annual surveys to annual surveys) and the required approach to such surveys, the contracting authority is varying the existing contract so that a survey can be undertaken for 2019.
Since publication of the Welsh Government's updated requirement for staff surveys to be undertaken on an annual basis, NHS Wales has worked to develop its approach to the 2019 survey. Accordingly, NHS Wales is varying the existing contract to incorporate the carrying out of a staff survey for 2019 in order to comply with Welsh Government's updated policy relating to the same and to ensure that staff in NHS Wales are given the opportunity to contribute their views in 2019. By varying the existing contract to incorporate these additional services, NHS Wales has placed reliance upon Regulation 72(1)(b) of the Public Contracts Regulations 2015.

The current contract was let for 24 months commencing on 14 March 2016 and included an option to extend for up to 24 months. The original tender required the contractor to conduct a staff survey (and associated work) once every two years. Under the existing contract, staff surveys have been undertaken/analysed in 2016 and 2018. Given the Welsh Government updated policy, it became necessary for NHS Wales to commission the existing contractor to undertake additional services (namely, to carry out a staff survey for 2019 and associated work). The knowledge and experience of the current contractor in undertaking NHS Wales surveys for 2016 and 2018, supports a swifter undertaking of the 2019 survey, thus enabling NHS Wales to comply with the updated government policy, as well as preventing a duplication of costs. NHS Wales did not have time to undertake a tender exercise for these additional services. NHS Wales is intending to go out to tender for the 2020-2024 arrangements in early 2020
