The Contracting Authority is committed to the growth and improvement of its communities by being creative and dynamic and investing in the future of its tenants and their homes. The Contracting Authority is always striving to meet its pledge of “creating communities to be proud of”. The Contracting Authority is dedicated to providing a first class service for all of its tenants. It does this by making sure that its rents are affordable, its homes are high quality and its services are efficient and of the highest standards. The Contracting Authority wishes to select contractors (“the Contractors”), to carry out the works and provide the services (together “the Works”) referenced in the Specification (ROS Volume 1 (d) Specification) and under the terms referenced in the Preliminaries (Volume 1(c) Preliminaries – Form of Contract 2011 (Rev 2 2014)) included in the Contract Documents at Appendix 2. “The Contracting Authority intends to make the Framework available to Creating Enterprise, a joint venture between Cartrefi Conwy and Crest Co-operative. Creating Enterprise may, therefore, call-off work from successful Contractors as set out in the Framework Agreement.” This Invitation to Tender (“ITT”) and supporting documentation is designed to ensure that all Bidders are given equal and fair consideration in tendering. It is important therefore that you provide all the information asked for in the format and order specified. Bidders should read these instructions carefully before completing their Tender. Any failure to comply with the requirements for completion and submission of Tenders may result in the rejection of the Tender. Bidders should therefore acquaint themselves fully with the extent and nature of the Works and the contractual obligations they will undertake under the Contracts Documents. This ITT sets out the tendering conditions. By participating in the tender process the Bidder confirms acceptance of these conditions of tendering. This lot includes renew the replacement, maintenance or repair of the following :

• Roofing including outbuilding, flat roofs, canopies and balconies

• Insulation

• TV aerials

• Clearing gutters

• Re-pointing, re-rendering or removing chimneys

• Replacing worn or damaged flashing and roof line to include renewing gutters, fascias and rainwater goods, gully’s, etc

Under the terms of this contract the successful supplier(s) will be required to deliver Community Benefits in support of the authority’s economic and social objectives. Accordingly, contract performance conditions may relate in particular to social and environmental considerations. The Community Benefits included in this contract are:

Community Benefits

Cartrefi Conwy is committed to delivering Community benefits through its Frameworks and in this context sees this as including the following (although not exclusive) list of opportunities: -

1. Supporting local employment and getting people into work;

2. Offering appropriate and accredited training;

3. Providing opportunities and experience for apprentices either directly or through shared apprenticeship schemes;

4. Supporting community improvement projects;

5. Supporting social enterprises;

6. Supporting community based initiatives and activities.

The Bidder is required to outline experience in delivering Community Benefits in relation to the above list over the last three (3) years and how such benefits might be delivered on this Framework.

03/11/2015 13:30 Question Regarding the existing condition of the grounds and fences: 1.Please provide an indication of current quality and condition of fencing and grounds of the portfolio. Also, 2. please indicate whether it would be possible to have a list of the property addresses in order to do some random site visits. Finally, 3. on the same subject, is there an existing planned schedule of works we could see please? Answer 1. Works relating to fencing will be on a reactive maintenance basis. 2. Planned maintenance to 15 different areas across the county to include Llanfairfechan, Penmaenmawr, Peulwys, Llandudno, Rhos on Sea, Llandudno Junction and Old Colwyn. 3. No existing planned schedule currently available.

Clarification of Lots
Following some queries from Bidders, I wish to confirm the following; Bidders must identify clearly in their ITT submissions which Lots they are bidding for. Bidders may bid for 1 or multiple Lots. A Questionnaire must be submitted for each Lot that a Bidders is tendering for. Bidders must be able to deliver the entire category of work identified in the Lot either through their own in-house team or utilising a network of sub-contractors

Clarification on Pricing
Bidders are asked to submit a plus or minus percentage rate against the M3NHF REPAIRS ORDERING SCHEDULE (ROS) v6.2. The ROS schedules are a condensed list of the most common schedules used within our business. The full M3NHF list contains the following schedules; 1. M3NHFRepairsOrderingScheduleV62 (ROS) 2. M3NHFPlannedMaintenanceAndPropertyReinvestmentWorksV62 3. M3NHFScheduleOfRatesDisabledAdaptionsWorksV62 4. M3NHFScheduleOfRatesV62 The plus or minus percentage rate that Bidders submit as part of their Tender will apply to the entire list of schedules.
