The North Wales Local Authorities are working in collaboration to establish a multi-supplier agreement for supported living services for adults/children in accordance with their assessed needs and identified outcomes. An engagement event will be held on the 5th November at the Optic Centre, St Asaph Business Park, St Asaph LL17 0JD with an opportunity for Providers to meet the Local Authority Commissioners, the event will begin at 9am for registration and refreshment for a start at 9.30am, with a view to close at 12pm. Please confirm your attendance no later than 31st October via the Contract & Commissioning email address Contract.&.Commissioning.Team@flintshire.gov.uk . Please note attendance is limited to 2 representatives per organisation. Could you please advise of any specific requirements such as dietary or access. The procurement will be split into six lots for each Local Authority areas in North Wales and Providers will be invited to tender for one or multiple lots dependent on the areas they wish to provide services. The procurement will be conducted through the Proactis web based portal www.proactisplaza.com/BuyerPortal. The North Wales Supported Living Agreement will be a flexible provider agreement established for a period of 5 years with an option to extend for a further period of 2 years. The agreement may be re-opened during its term at the sole discretion of the Local Authorities and the number of providers for each Lot may be expanded when the agreement is re-opened.

For the purposes of this Prior Information Notice, Supported Living as part of this procurement shall mean care and support to enable

individuals to live in their own homes in their community as independently as possible. The service may be provided where necessary to enable individuals to manage their activities of daily living and achieve their individual well being outcomes.

Services required may be for people with:

- high support needs requiring day and night support (24 hour, 7 days a week) or;

- low support needs that can be met through a form of floating support.

The Services may be provided to:

- people with learning disabilities with / without additional health needs

- people with mental health needs

- people presenting behaviours that may be challenging including dementia

- people with physical disabilities with / without additional health needs

- people with autistic spectrum conditions

The procurement will be conducted under Regulations 74-77 of the Public Contract Regulations 2015 (Light Touch Regime). Under

Regulations 76, the Local Authorities are free to establish a procedure, provided that procedure is sufficient to ensure compliance with the principles of transparency and equal treatment of economic operators (Providers).

03/07/2019 14:13	North Wales Supported Living Agreement The North Wales local authorities and Betsi Cadwaladr University Health Board will be inviting supported living providers who are registered with Social Care Wales to tender for the Supported Living Agreement. We apologise that timescales for this project are not as originally announced, however a strategic decision was made to re-open the domiciliary tender prior to the support living tender opening. The Commissioner(s) are committed to the delivery of high quality, person-centred, flexible Supported Living services designed to enable people to maintain, develop and enable their independence at home and in the community with a focus on what matters to them and their support networks. For those providers who are currently on the Domiciliary Agreement but want to deliver supported living support, they will be required to complete the specific questions in relation to supported living only. For those providers who are not on the Domiciliary Agreement, they will be required to complete the full tender including the Pre-Qualification Questions, please allow adequate time to complete this process. This Supported Living tender will run in conjunction with the recent North Wales Domiciliary Agreement, it is anticipated this tender process will end in July 2019. Once this has reached conclusion a notice will be issued through Sell2Wales and Proactis informing the sector this tender is due to open. The Agreement will run for a period of 5 + 2 years.
