The WHP DWP’s new contracted employment provision will help persons who have a disability, the long term unemployed and specified disadvantaged groups to find sustained work. The WHP will target those who are most likely to benefit from the additional support of the programme and will:
• provide additional support that is distinct and additional to that available through Jobcentre Plus;
• predominantly remunerate suppliers on a payment by results basis in order to drive sustained employment outcomes; and
• support current and future local plans for service integration for individuals who have multiple barriers to work and/or have a disability. DWP agreed, through the Government’s Devolution Deal and City Deal process, to work with a number of combined authorities/city regions to ensure local priorities influence the design and delivery of WHP by co-designing the programme with those areas.

VII.2) Gwybodaeth am addasiadau
VII.2.1) Disgrifiad o’r addasiadau
On 9 April 2020 the interim payment arrangement was agreed and implemented quickly to make appropriate payments to providers to calm the reaction in the market and provide a degree of confidence to maintain services. This was in line with Cabinet Office PPN 02/20 and provided cash-flow until June 2020. This delivered the objective in the very short term.
On 1 July 2020 the next stage of the strategy was implemented and suspended the Payment By Results model, replacing it with a new Cost+ model until the situation changes. This replaces the interim payment arrangement.
Acknowledging the uncertain environment; the new model will be subject to regular reviews, to assess the external conditions. The Department will reserve the right to revert to the original model, subject to notice, at any time. Whilst it may be appropriate to revert directly to the original arrangements, this will need careful consideration and assessment of the environment, not least the pipeline of participants to realise outcomes, the labour market conditions and the potential changes to citizen behaviour including restrictions.
From October 2020 the Work and Health Programme will introduce a new customer group to the WHP by way of a contract modification to provide early access to labour market support for those made unemployed during Covid-19. This is in line with Cabinet Office PPN 01/20. The Work and Health Programme — Job Entry: Targeted Support (WHP JETS) will provide light touch support and will be available to participants who have been unemployed and in receipt of benefits for at least 13 weeks.

Recent months have seen the devastating impact of the Covid-19 virus on the UK economy. The impact to DWP was felt immediately with 950 000 new Universal Credit claims in the first 2 weeks.
The impact of Covid-19 on unemployment will be substantial and could potentially last for some time. DWP capacity to respond at the level required immediately is limited as the scale of our operation has reduced significantly since the last recession and will take time to build up. As part of the Chancellors Plan for Jobs announcement in July, government committed to introduce support for those on benefits that have been unemployment for more than 3 month.
To support some of the increased caseload in the short term, DWP is seeking to maximise the use of external provision.
