As the projects have matured, it has become apparent that the initial contract duration will be insufficient to complete the works. Extending the existing contract will provide continuity of security cleared and experienced personnel working on the projects, avoid interoperability and other technical concerns and minimise delay. Appointment of an alternative contractor would result in significant inconvenience and duplication of costs. A new contractor would need to gain detailed knowledge of parliamentary processes and policies across a number of high-profile security-sensitive projects within extremely tight timescales. Delay to these projects would cause prolongation costs to be incurred. The contract was awarded subsequent to a mini-competition under the crown commercial services framework for Project Management and Full Design Team Services (RM3741).
