- Outline Scope:
National Museum Wales has secured funding of an additional capital grant for undertaking Essential Maintenance building works across its estate. This additional funding creates a budget to address some of the Museums highest priority 1 Maintenance/Capital Projects.
The Works identified have been prioritised following a review of building condition surveys (the assessment for repairs or replacement to the building fabric and services) and also include items arising following specialist and statutory inspections. The Projects (total value between £3m-£4m p.a.) comprise mixture of building fabric and services installations refurbishment, renewals, alterations and minor adaptation projects across the Museum estate.
This Schedule is for the provision of Structural and Civil Engineering for the programme. The Engineer will be responsible across the National Museum Wales portfolio and will encompass site wide infrastructure as required, to ensure the successful planning and delivery of the National Museum Essential Maintenance building works at the following sites:
1. National Museum Cardiff
2. St Fagans National Museum of History
3. Big Pit National Coal Museum
4. National Waterfront Museum
5. National Roman Legion Museum
6. National Wool Museum
7. National Slate Museum
8. National Collections Centre
9. Turner House
There will be separate framework appointments for the following:
o Mechanical and Electrical Engineering/ CDM Principal Design
o Project Management/ CDM Principal Design
o Architecture and Design/ CDM Principal Design
o QS/Cost Management
The Engineer will be required to liaise, collaborate, and coordinate with all of the above throughout the course of the contract.
The Client will follow a Gateway process (RIBA work stages) and these will apply the in the management and approval of projects.
The Engineer will be required to…
• …maintain a close working relationship on a day-to-day basis with the Project Director and Client’s Project Manager and keep them fully briefed on all aspects of the project development.
• …input into the development and management of a programme wide costed risk register advising on any mitigation actions and ensuring that these are implemented throughout the life of the project.
• …have due regard to the operational status of the National Museum Wales and its interfaces with other users/ tenants/ operators.
• …provide advice on maintenance, life cycle and inform cost in use studies accordingly.
• …assist with risk identification and mitigation strategies throughout.
• …assist with value engineering exercises to ensure alignment with budget throughout. It is imperative that the project is on budget at point of tender.
• …give to the Client reasonable prior notice of and invite the Client to attend all meetings called in relation to the Project; attend all meetings called by the Client, the Project Manager and the Consultants in relation to the Project as appropriate/ reasonable.
• …keep full and proper records of all key meetings and negotiations attended or conducted and make the same available for inspection by the Client forthwith on request.
• …deliver the Project in line with the Project Execution Plan (PEP) and report progress against the PEP baseline throughout.
Generally across all Work Stages
• Provide structural and civil engineering design services as required for the project from inception to completion.
• Liaise with other consultants on the project team and ensure that the services listed hereunder are fully coordinated with the services provided by those consultants.
• Participate in the operation of an early warning system whereby the Structural Engineer shall notify the Client, Project Manager, other consultants and contractor as soon as the Structural Engineer is aware of a matter that may adversely affect the project or its performance.
• Input to and coordinate with the Principal Designer role as defined by the CDM Regulations
