National Museum Wales has secured funding of an additional capital grant for undertaking Essential Maintenance building works across its estate. This additional funding creates a budget to address some of the Museums highest priority 1 Maintenance/Capital Projects.
The Works identified have been prioritised following a review of building condition surveys (the assessment for repairs or replacement to the building fabric and services) and also include items arising following specialist and statutory inspections. The Projects (total value between £3m-£4m p.a.) comprise mixture of building fabric and services installations refurbishment, renewals, alterations and minor adaptation projects across the Museum estate.
The Quantity Surveyor will be responsible for cost management services across the National Museum Wales portfolio and will encompass site wide infrastructure as required, to ensure the successful planning and delivery of the National Museum Essential Maintenance building works at the following sites:
1. National Museum Cardiff
2. St Fagans National Museum of History
3. Big Pit National Coal Museum
4. National Waterfront Museum
5. National Roman Legion Museum
6. National Wool Museum
7. National Slate Museum
8. National Collections Centre
9. Turner House
There will be separate framework appointments for the following:
o Mechanical and Electrical Engineering/CDM Principal Design
o Engineering
o Architecture and Design/CDM Principal Design
o Project Management/CDM Principal Design
The Quantity Surveyor will be required to liaise, collaborate, and coordinate with all of the above throughout the course of the contract.
The Client will follow a Gateway process (RIBA work stages) and these will apply the in the management and approval of projects.
Key attributes that must be displayed across the roles throughout the life of the contract:
• Bring to bear a significant track record of relevant and successful project delivery.
• Bring an actively coordinated approach across all projects.
• A flexible resource, with the ability to increase/decrease and to alternate according to project phases, performance and required skills and experience.
• Provide proactive, expert advice to the client.
• Work closely with the design team.
• Technically expert, with the ability to review and challenge cutting edge designs for cost efficiency.
• Offer Quantity Surveyor(s) with specialist M&E expertise.
• Expert and experienced in delivering projects under different contract forms, in particular JCT and NEC.
• Understanding and management of the full project costs, not solely the construction costs.
• Experience of working within a ‘live’ environment while minimising disruption to daily operations and ensuring the safety of visitors and staff.
• Clear management discipline, protocols and reporting systems; including costed risk management.
• Provide and maintain documentation and reporting systems that are bespoke to National Museum Wales projects and consistent across all projects.
• Maintain consistency and knowledge across projects and team members.
• Ensure familiarity and adherence to National Museum Wales departments and systems.
• Ensure timeliness and efficacy of communications.
• Ensure clarity and accuracy of instructions.
• Assertively negotiate on behalf of the client.
• Identify and deliver opportunities and efficiencies.
• Provide confidence that best practice in project management is being employed.
• Provide added value and make a significant contribution to the success of all projects.
• All consultants, client members, and stakeholders must work closely together to foster a partnering culture. The culture will embody the principles of mutual trust and co-operation with an overall aim of delivering a successful Programme and Projects on time, on budget, and to requisite standard.
