Disgrifiad:

The Welsh Government is appointing specialist legal advisory services provider to support the Education (MIM) Programme, including ongoing support to existing projects and advice in relation to future investments via a direct award to Bevan Brittan through the WG Solicitors II Framework - Lot 14 MIM. The Sustainable Communities for Learning (SCfL) Programme is the Welsh Government's flagship education infrastructure investment programme. Established in 2014 as the 21st Century Schools Programme, it was renamed in January 2022 to reflect wider objectives around sustainability, decarbonisation and community use of education assets. The programme is delivered in partnership with local authorities, further education institutions and diocesan authorities across Wales. SCfL provides long-term investment in schools and colleges through new-build, refurbishment, expansion and maintenance projects. Its aims include improving educational environments, reducing buildings in poor condition, supporting Net Zero Carbon objectives, promoting Welsh-medium education, and developing schools and colleges as community hubs. The Mutual Investment Model (MIM) is Welsh Government's revenue-funded infrastructure delivery model, developed by Welsh Treasury as an alternative to traditional capital funding. Under MIM, education projects are delivered through a long-term partnership with the Welsh Education Partnership Company (WEPCo) and private sector delivery partners. The model transfers certain construction and lifecycle risks while enabling the delivery of major school and college developments through annual service charge payments rather than large upfront capital expenditure.
