Each bidder is invited to submit a full, detailed tender response to this ITT.
NRW intends to conduct this procurement using the BravoSolution etenderwales portal: https://etenderwales.bravosolution.co.uk/web/login.shtml
BravoSolution has overall responsibility for any technical queries including:
Access to the BravoSolution etenderwales portal;
Access to the online ITT and technical parameter documents via the portal; and
System advice and guidance.

Any clarification requests relating to the contents of the ITT should be directed to NRW via the message portal in etenderwales. Once a bidder raises a clarification NRW’s response will be posted via the message portal within the etenderwales system and broadcast to all interested parties. Clarification responses will include both the original clarification request and the response but will be anonymised.
Bidders must raise clarifications on the content of this ITT by the deadline set out in the timetable at section 3.1 (Procurement Timetable). NRW is under no obligation to respond to clarification requests received after this deadline.
Any clarification requests should clearly reference the appropriate paragraph in the ITT documentation and, to the extent possible, should be aggregated rather than sent individually.
Bidders must return their tender response via the etenderwales system by the deadline set out in the timetable at section 3.1 (Procurement Timetable). Late tender responses may, at NRW’s discretion, be discounted from further consideration.
NRW reserves the right to extend the deadlines set out in section 3.1 (Procurement Timetable) at its absolute discretion. Any extensions granted will apply to all bidders.
Bidders must read this entire document, and any instructions provided on the etenderwales portal before completing any part of this tender.
Bidder responses to questions must comply with the character t where specified. Please note that information provided outside the scope of the character count will be disregarded.
Bidders should respond as follows on the etenderwales portal:
Complete the Qualification Envelope. The bidder must complete all relevant questions in the Qualification Envelope. Tenders that do not meet the requisite criteria will not progress to the next stage of the evaluation.
Complete the Technical Envelope. The bidder must complete the relevant Technical Envelope for each lot that they are bidding for.
Complete the Commercial Envelope. The bidder must complete the Pricing Schedule for each lot that they are bidding for, by downloading the Pricing Schedule for the lot, completing it and up-loading it to the relevant Commercial Envelope. The total figure calculated in the Pricing Schedule spreadsheet must then be entered into the Commercial Envelope.
Unless required specifically to do so, bidders are not required to submit any other information. Please note that any additional information supplied by bidders that was not requested will be disregarded.
