Cyfiawnhad arall dros ddyfarnu'r contract heb gyhoeddi hysbysiad o gontract ymlaen llaw yn yr OJEU:

The UK Government has stated in its Managing Radioactive Waste Safely (MRWS) White Paper that the UK will build upon international progress and experience with geological disposal.In support of this objective RWM have agreements in place with some waste management organisations (WMO) in other countries. These agreements enable RWM to gain access to WMO proprietary information and know-how in relation to their national programme or where RWM wishes to gain access to WMO experience as an implementing organisation where such knowledge is not available through the supply chain either from our existing contracts or via open competition. RWM has also awarded contracts in support of the preparatory studies phase of the GDF programme following an OJEU compliant tender exercise. Where RWM requirements fall within the scope of these arrangements RWM will let this work through these agreements. SKB has submitted a full licence application for a geological disposal facility in Sweden, the advanced state of the SKB programme makes it an ideal candidate for such an agreement. Our agreement with SKB International has been put in place because the Swedish programme has been:
— Openly and transparently communicated both nationally and internationally;
— Developed over 3 decades and clearly understood and defined as KBS-3;
— Subject to extensive national and international peer review;
— Communicated and accepted by three communities;
— Able to deliver suitable sites and an accepted site selection process;
— The first organisation and concept to proceed to making a formal repository application in Europe;
— Developed in collaboration with Posiva. The KBS-3 concept is the basis for implementing geological disposal of spent nuclear fuel in Finland and is at the stage of initial construction;
— An accepted basis for investment decisions;
— The basis for obtaining political will. Under the terms of the agreement, SKB International is prepared to provide information relevant to SKB's system for disposal of spent nuclear fuel, including but not limited to:
—— Key design parameters
—— The KBS-3V method
—— Buffer, backfilling and capping technologies
—— The transportation system- Canister design
—— The encapsulation process and facility
—— The underground facilities of the repository
—— The surface facilities of the repository
—— Operating organisation- Systems analysis
—— Siting methodology- Public communication- Cost estimation models
—— Feasibility studies- Photos and other communication material
