Existing contracts that are in place for the provision of an IAPT (Improving Access to Psychological Therapies) service for adults and a practitioner service which supports people with mental health problems in primary care settings, are due to expire on 31.3.2017. Brighton and Hove CCG is seeking to re-commission these services and put in place new contracts and services that will be operational from 1.4.2017.
The Commissioning CCG for this procurement is NHS Brighton and Hove CCG.
This procurement is divided into 2 lots:
— Lot 1 Adult IAPT;
— Lot 2 All-age Community Wellbeing Service.
The Commissioner invites interested Providers to respond to the formal tender document at https://in-tendhost.co.uk/soepscommissioning
NHS Brighton & Hove CCG is operating an electronic procurement process.
The deadline for submitting a completed response is 12:00 (midday) on Tuesday 10.5.2016. All correspondence will be dealt with solely through the e-tendering system.

CCGs are required to have IAPT services in place for adults and there are associated national requirements, targets and rigorous national reporting arrangements. The service requirements are tightly defined.
National Tariff prices do not apply to the services in this procurement. At ITT Bidders must therefore be prepared to demonstrate openly the basis of the contract price they propose.
The maximum annual value of the contracts is expected to be as follows:
Lot 1 Adult IAPT 2 700 000 GBP (for 18 % coverage).
Contract Term 3 Years plus option to extend by up to a further 24 months.

The service currently known as the practitioner service will be renamed the Community Wellbeing Service.
In addition to the IAPT service which we expect to be aligned with the nationally mandated model, we will commission a broader Community Wellbeing Service which will retain the strengths of the ‘practitioner’ model, but will be all ages and include additional features such as work and learning support and an advice service. It will support people who neither meet the criteria for Adult IAPT services or local secondary mental health services. Currently the service supports adults only. Through this re-commission we will be extending the scope of this service to support children and young people.
The maximum annual value of the contracts is expected to be as follows
Lot 2 Community Wellbeing Service 1 600 000 GBP
Contract Term 3 Years plus option to extend by up to a further 24 months.

III.2) Amodau sy’n gysylltiedig â’r contract
III.2.2) Amodau perfformiad contractau
In order to obtain integrated services between lots if awarded to different providers, the contracting Authority is observing 2 possibilities:
Option 1: the specification for lot 1 and lot 2 will contain interdependencies requirements to be fulfilled by the successful supplier for both lots making sure governance arrangements are put in place to achieve an integrated service in the best interest of patients
Option 2: The successful bidders will have to enter into a tripartite alliance agreement to regulate the interdependencies between services. The specification will also establish this requirement.
This will be clarified at ITT stage.
