To procure a replacement Integrated communication control system and mobilisation solution for the combined fire control, which will provide command, control, communications and intelligence supported by maintenance and support services, over the life of the contract, for both Cambridgeshire and Suffolk Fire and Rescue Services, which will be 5 years from commencement of operational services date (go live) plus an implementation period of no more than 18 months once the initial 5 year operational term comes to an end there will be an option to extend for up to 2 periods of up to 24 months each.
Please note that the Authority provides a control room function (combined control) for Suffolk Fire and Rescue Service under an agreement pursuant to Section 16 of the Fire and Rescue Services Act 2004.

The Contracting Authority considers that this contract may be suitable for economic operators that are Small or Medium Enterprises (SMEs). However, any selection of tenderers will be based solely on the criteria set out for the procurement.
The procurement is being conducted by Cambridgeshire Fire and Rescue Service on behalf of itself and Suffolk Fire and Rescue Service. The Authority will select a single contractor to enter into the ICCS and Mobilising contract with Cambridgeshire Fire and Rescue Service (the Authority). Following the evaluation of SQ responses the Authority will shortlist the 6 highest scoring candidates to be invited to submit initial tenders. The Authority is not prescribing any specific technologies and/or hosting arrangements and all technical solutions being put forward either cloud based or hosted by the Authority will be considered.
The procurement is being conducted under Competitive Procedure with Negotiation (Regulation 29 of the Public Contract Regulations) and in accordance with Regulation 29 (15) the Authority reserves the right and has a strong desire to award the contracts on the basis of initial tender without negotiation.
Following award of contract and on completion of implementation (up to 18 months) the contract will run for a period of 5 years from the operational services commencement date (go live), with the option to extend for a up to 2 periods of up to 24 months each.
The Authority reserves the right to amend or cancel this procurement and will not be responsible for any bidder costs in doing so. The Authority reserve the right to request a Parent Company Guarantee (PCG) or other form of security. GO Reference: GO-201941-PRO-14699910.
