To provide an account of how national educational assessment systems involving teacher assessment in schools are designed and the conditions that are in place to support assessment of attainment We would like, through this piece of work, to reflect on a range of examples of international assessment systems and how they involve teachers in the assessment process. As a regulator of qualifications, our interest is in the summative assessments in each jurisdiction that contribute to qualification or ‘end-of-school’ certification outcomes that are used to decide what a learner can do next, as these best parallel the ‘high stakes’ nature of the uses of qualification results in the UK.

We are aware that a substantial body of research literature on teacher assessment and indeed on assessment systems internationally already exists. However, in this work we are looking for a supplier to draw together the most recent information on how these systems are operating now and, where relevant, if there are planned changes for the future. The history of each assessment system is also relevant in so far as it helps to explain differences in the culture of assessment and the details of the design of the assessment system in each jurisdiction.

When considering this work, we imagined a two-stage method, with the first stage involving picking 10-15 jurisdictions to consider at a high level, then selection of 3-4 jurisdictions for more detailed description using criteria that we would define with the supplier.

We would envisage this work would involve:

a) Identification and analysis of existing literature in relation to the wider list of jurisdictions.

b) Selection of a shortlist of jurisdictions for more detailed description against criteria to be agreed with us.

c) A deeper dive into the available literature on the short-listed jurisdictions.

d) Potentially engagement e.g. via online interviews, with stakeholders within the systems identified to collect additional perspective and check understanding.

We expect potential bidders to review these suggestions as part of the bidding process and make a proposal for the final method. We are open to suggestions for alternative approaches.

We are not expecting the supplier to evaluate the assessment regimes. We want an accurate description of them.

Outputs:

At the first stage an output, such as a spreadsheet and/or a paper, to describe a range of jurisdictions at a high level against criteria to be agreed with us and a list of references from a search of the literature.

At the second stage, a report written to a publishable standard with references relevant to the case studies in the report.

Timescales:

Ideally we would like the work to be completed by the end of July 2021. However, we are open to a longer timescale if this is not regarded as feasible. We are open to approaches such as receiving an early findings report in June with the main report to follow in a longer timescale if July is not regarded as feasible.
