This Speculative Notice has been prepared on behalf of the Welsh Ministers, in order to establish a 6-month contract for the County Parish Holding (CPH) Review. We are seeking interest from suppliers capable of delivering the contract to assess the current requirements livestock keepers are following and how they have an impact on traceability of livestock in Wales. The contract has an estimated value of GBP65,000 - 80,000 (excluding VAT) and we anticipate will begin in Summer 2024. Please register your interest to bid via this sell2wales notice by 4pm on the 2nd May. We are only seeking interest from suppliers who possess the skills and knowledge to undertake the requirement. There is a need for a unique identifier for livestock traceability, this unique identifier must give maximum traceability of livestock whist also ensuring the functionality is suited to the end user. This review needs to assess the current set of requirements and produce recommendations on how best to achieve a unique location identifier for Wales. The review will investigate the data sharing requirements across multiple agencies, databases and websites that use CPH information and how it is used. The review will also consider the role other agencies and organisations play in how they process CPH information and whether the processes used, and the related timescales have an impact on traceability. Overall, this review should cover every aspect of CPH use in Wales. This includes the online database used to issue CPH’s, the issuing process, keeper use and engagement, internal and external use of CPH’s and the process of closing inactive CPH’s. Welsh Government officials have undertook initial fact finding sessions and all available data will be provided to the appointed contractor. Any person who keeps one or more of the following species: cattle (including bison and buffalo), deer, sheep, goats, pigs, and poultry (more than 50 birds) then the place where you keep them must be registered as a holding with the Animal and Plant Health Agency (APHA). A CPH number is different from the Customer Reference Number (CRN) business identifier, which is used by Rural Payments Wales (RPW) to pay agricultural support payments such as the Basic Payment Scheme. CPH’s have been in use since the end of World War II and took a more prominent role in livestock traceability following the foot and mouth pandemic in 2001. In 2016 Welsh CPH requirements were amended following the mandatory removal of Interim Land Association Management (ILAMs), Sole Occupancy Authorities (SOA) and Cattle Tracing System (CTS) Links. However, these changes were not mandatory for existing keepers without ILAMs, SOAs and CTS links and we are currently operating with 2 sets of requirements in Wales. Currently around 60% of livestock keepers are operating under the 2016 requirements and 40% operating under the pre 2016 requirements.
