24/04/2025 07:14	Q&A We have received some questions direct. Please see the questions and answers below: 1. BR-TQ-008 WI 2.6.2 - Maintaining the twin berth pontoon and access during construction will not be possible at all times without the procurement of temporary pontoons. Even then, lifting over operating berths is not advised (i.e. linkspan removal, guide removal, etc). Therefore, we would propose a short period of possession where the pilot vessels are accessed from an alternative berth. This can be planned weeks in advance. Would this be acceptable? Tenderers are invited to submit their phasing and possession plans with their tender returns. If an alternative solution to the requirements of 2.6.2 is proposed, tenderers should provide sufficient detail to enable an understanding of timescales and logistics for temporary berthing and access, to allow the Employer to assess the proposals. Closure periods are not the preferred solution, but will be accommodated should other solutions not be possible.

MT/JXS 11/04/2025 BR-TQ-013 WI 3.8 Licences and Consents It is assumed that the client shall provide the full consent requirements for the works, in addition the Natural Resources Wales license mentioned this shall include the MMO. Please provide a copy of the marine licenses and any work constraints and methodology assumptions. A. The Marine licence is currently in application. We will forward it to Tenderers as soon as it is available. If it is not available before the date of tender returns, any specific requirements will be incorporated into the contract and dealt with accordingly. There is no separate MMO Licence.

MT/JXS 11/04/2025 BR-TQ-015 WI 4.12.1 - It is highly unusual for there to be the number of ladders shown on the berth, and 2No. Ladders on the entire berth would still comply with L148 - Safety in Docks: Approved Code of Practice (ACOP) requirements. These are typically on the extreme ends and not on the berthing face as there is a crush risk. Furthermore, ladders are not countersunk as this inflates costs in pontoon fabrication. Please confirm is 1No. ladder per extreme end and surface mounted is acceptable as per industry practice? A. The ladders numbers shall be provided as specified. Non-countersunk ladders can be specified as long as they do not protrude past the berthing line protected by the pontoon fendering.

MT/JXS 11/04/2025 BR-TQ-017 WI 7.6.2 - propose an alternative working to 7.6.2 which would communicate that if any design changes that would have a material change on performance or appearance, then this would need approval. Typically, minor amendments are made between Construction and Fabrication drawings and this would delay the project unnecessarily. A. The intention of the clause is to ensure that there are minimal changes between what is proposed at tender stage, at 70% stage and construction. Minor amendments can be managed via the Contract mechanisms, but there is no obligation on the Project Manager to accept them.

Please provide the number of cleats specified. Cleat fixings should allow them to be removed and fixing holes blanked should they no longer be required
24/04/2025 07:17	Q&A Q. BR-TQ-020 WI 14.3.1/2 - Is there any reason a 50 year life has not been requested for the pontoon hull? This can easily be achieved via anodes and sacrificial steel. Fenders would need replacement at the 25 year mark. A. The 25 year design life is a minimum. Contractors should identify opportunities for life extension at minimal cost as part of their tender submission.
24/04/2025 07:17	Q&A Q. BR-TQ-032 WI 15.5.1 - experience is Weldmesh prevents future inspection and maintenance of operational structures such as this and does not provide meaningful protection. Please confirm whether this is a requirement. A. Please provide as specified in the Works Information as it provides protection to workers below. Panels should be provided with easy to remove fixings.
24/04/2025 07:18	Q&A Q. BR-TQ-033 WI 15.6.2 - This is an incredibly onerous requirement. Safety chains are to act as a secondary means of restraint and avoid disproportionate collapse, injury and fatalities. If the linkspan is required to act as a mooring bridge then this would require the linkspan, upper bearings, upper bank seat, and jetty in the area of the upper bank seat to take the full environmental loading of the pontoon and vessels. It is highly unlikely that all guide rails will fail simultaneously. Please confirm this is an actual requirement? A. Delete text of 15.6.2 and replace with "The chain shall be of sufficient diameter to provide achorage to the gangway, should the bankseat fixings fail. The chains shall be positioned to provide nominal support to the gangway to retain it in an upright position."

Unfortunately we do not have scope in the project timeline for further extensions, however, we have granted a short extension to 7th May at 9am. We hope this helps.
