The Scottish Government are seeking to develop the re-let of the Scotland’s Public Sector Heat Decarbonisation Framework (SPSHD) previously known as the Non Domestic Energy Efficiency (“NDEE”) Framework Agreement (over 1m GBP projects only) for public sector improvement works and services. Scottish Government do not intend to re-let the under 1m GBP Framework on this occasion.
The Framework should cover NDEE retrofit in its broadest sense including a combination of building fabric, building environmental services systems and their control (e.g. heating, cooling, ventilation, lighting, water etc.), on site renewables, and the potential to connect to district heating systems. In addition, the Scottish Government is considering how it might incorporate the decarbonisation of heating systems into the Framework to meet strategic objectives around net zero.

The Framework should cover NDEE retrofit in its broadest sense including a combination of building fabric, building environmental services systems and their control (e.g. heating, cooling, ventilation, lighting, water etc.), on site renewables, and the potential to connect to district heating systems. In addition, the Scottish Government is considering how it might incorporate the decarbonisation of heating systems into the Framework to meet strategic objectives around net zero.
The potential Portfolio structure is for the SPSHD Framework is to have one lot, with multiple suppliers that can deliver energy efficiency and heat decarbonisation services via a range of technical solutions that will provide guaranteed energy savings and other decarbonisation out come savings over the term of the call-off contract awarded under the framework.
The Framework will be a Design and Build only.
It is intended that framework suppliers must have the capacity to deliver or procure the services, via supply chain, across all regions of Scotland including the Highlands, and Islands and rural areas.
It is also intended the framework will be unranked and the method of call-off will be through a mini-competition process held by the Participating Authority which can be split into stages to reflect the scope and nature of the particular project.
It is anticipated the framework term will be 3 years with the option of 1 year extension.
Please note that this Framework once placed can be accessed by all public sector bodies including:
- central government
- health
- local authorities and arms-length external organisations
- universities and further education colleges
- other public bodies
This exercise is being carried out in advance of any future procurement exercise. It is not a pre-qualification or tendering exercise.
This notice has been created of the purposes of seeking information from the market place regarding our requirements and should not be treated as a prior information notice (PIN).
The purpose of this RFI is to seek information from the market and the responses to this request will be used to develop our delivery strategy and project planning.
