The Family Mosaic Group is looking for a single organisation that is suitably qualified in providing a fully managed lone worker protection services package, preferably with experience in the social housing remit although within the public sector is satisfactory.

Currently approximately 1000 Family Mosaic lone workers have an Identicom® Lone Worker Device provided by Connexion2, facilitating the provision of the Soloprotect® package that comprises the device, an Alarm Receiving Centre (ARC) in which lone worker movements are monitored and recorded with appropriate action being taken if necessary, and a dedicated account management service in which monthly reporting,

replacement devices/lanyards etc. and general issues handling is provided.

It is envisaged this new contract shall either retain such hardware or shall herald the usage of a totally new, unbranded safety device offering at a minimum the equivalent type of features. It is preferable to the Family Mosaic Group that they do not have to actively invest in any such new hardware; although it is likely new

devices will be required as our current hardware is coming to the end of their lifespan. This new contract will need to be flexible such that the Family Mosaic Group is able to increase or decrease numbers as and when required.

The service must enable out of hours service provision for evenings, weekends, Bank Holidays and other nondesignated

working days, and for the provision of business continuity as required, essentially on a 365 day, 24-hour basis. Currently, lone workers must firstly confirm their device is working properly from which they then record which area they are to be travelling to (a process that must be repeated each time they go somewhere

new). Should the lone worker feel under duress at any point, they would then either press a discreet button on the Identicom® device or rip it off the lanyard. This process means that a call handler at the ARC must utilise their judgement to decide whether it is appropriate to send the Police to the location the device is positioned at. Each call must be handled through by the ARC within 10 seconds, up to a maximum of 20 seconds. A Key

Performance Indicator (KPI) with respect to call handling response times shall be monitored throughout the lifetime of the contract - this is currently set at 90% but is subject to change. Examples of the types of calls that may be fielded are tenants' stray/dangerous dogs, potential emergencies with respect to various situations, anti-social behaviour incidents such as tenants' threatening behaviour, and actual verbal and/or physical intimidation and abuse.

The initial contract is to be for three years with the possibility of extension for another two years subject to satisfactory performance. The contract we envisage is a collaborative arrangement subject to Family Mosaic's standard terms and contracts.

Please provide a general overview of how you envisage your organisation to provide the new lone worker protection services contract for Family Mosaic. Please ensure you refer to how you will manage Family Mosaic as a client, how you propose to ensure the smooth running of the contract and overall how you can provide true value for money with respect to the proposed contract. Please note your answer does not have to go into the specifics of the contract as that will be covered in Question 2 below. 5
Please provide details of the measures/systems/plans that your organisation will undertake to ensure the quality of its service to Family Mosaic for the contract being tendered for. Your answer should explicitly refer to any national or international quality assurance accreditation, such as ISO or Charter Mark or national equivalent, or any such documented Quality Management System (QMS) and should make reference to your business continuity plans. 5
Please detail the account management structure for the proposed contract, including names and pertinent contact details. This should include any aspects of the contract which you intend to subcontract. Furthermore, please confirm how you envisage this account management structure to monitor, control and successfully manage the performance of the lone worker protection services currently being tendered for. 5
Please demonstrate how your organisation shall ensure compliance with the BS 8484:2009 Code of Practice for the Provision of Lone Worker Device (LWD) Services (or national equivalent) with respect to the contract being tendered for. 5
Please provide a detailed description of how you envisage your organisation to provide lone worker protection services to the Family Mosaic Group. Your answer should refer to each necessary aspect detailed within the written submission section of the Pre-Qualification Questionnaire document and hence is not repeated here (questions 2.1 to 2.11). Please note your answer to this section must include some method of relaying to the Group the desired electronic implementation portal (perhaps by providing temporary access), the new user form with all requisite information and an example invoice. 40

Please confirm how you envisage adding value to the proposed contract, whether by means of undertaking waste activity removal for process improvement, or whether by obtaining cost savings via methods such as collaborative relationships with existing suppliers of Family Mosaic or strategic sourcing, which are then passed onto Family Mosaic. 10
Please confirm what additional service provision you shall offer Family Mosaic throughout the lifetime of the proposed contract. This can be in any manner or remit. 5
Please confirm how your organisation shall perform the lone worker protection services contract on behalf of Family Mosaic in an environmentally responsible manner, taking account of both environmental and sustainability considerations. Your answer should include how the proposed contract shall address the recycling of waste materials and damaged/defunct lone worker devices whilst ensuring compliance with any relevant legislation. Furthermore, please detail how your company shall incorporate sustainability into its consumption and production activities throughout your supply chain. Please detail how your organisation would act socially responsibly with respect to the contract being tendered for, including how you will address the welfare needs of your workforce and ultimately contract in a sustainable manner. Your answer should include how you envisage your company to take account of equality and diversity, health and safety and various Corporate Social Responsibility (CSR) initiatives, for example stimulating the economy by employing local labour, with respect to the contract in question. 5

Cyflwyno apeliadau

Family Mosaic Housing will incorporate a standstill period at the point information on the award of the contract is communicated to tenderers. That notification will provide full information on the award decision. The standstill period, which will be for a minimum of 10 (ten) calendar days, provides time for unsuccessful tenderers to challenge the award decision before the contract is entered into.

The Public Contracts Regulations 2006 (SI 2006 No 5) provides for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland).
