The Family Mosaic Group is looking for a single organisation that is suitably qualified in providing a fully managed lone worker protection services package, preferably with experience in the social housing remit although within the public sector is satisfactory.
Currently approximately 1000 Family Mosaic lone workers have an Identicom® Lone Worker Device provided by Connexion2, facilitating the provision of the Soloprotect® package that comprises the device, an Alarm Receiving Centre (ARC) in which lone worker movements are monitored and recorded with appropriate action being taken if necessary, and a dedicated account management service in which monthly reporting,
replacement devices/lanyards etc. and general issues handling is provided.
It is envisaged this new contract shall either retain such hardware or shall herald the usage of a totally new, unbranded safety device offering at a minimum the equivalent type of features. It is preferable to the Family Mosaic Group that they do not have to actively invest in any such new hardware; although it is likely new
devices will be required as our current hardware is coming to the end of their lifespan. This new contract will need to be flexible such that the Family Mosaic Group is able to increase or decrease numbers as and when required.
The service must enable out of hours service provision for evenings, weekends, Bank Holidays and other nondesignated
working days, and for the provision of business continuity as required, essentially on a 365 day, 24-hour basis. Currently, lone workers must firstly confirm their device is working properly from which they then record which area they are to be travelling to (a process that must be repeated each time they go somewhere
new). Should the lone worker feel under duress at any point, they would then either press a discreet button on the Identicom® device or rip it off the lanyard. This process means that a call handler at the ARC must utilise their judgement to decide whether it is appropriate to send the Police to the location the device is positioned at. Each call must be handled through by the ARC within 10 seconds, up to a maximum of 20 seconds. A Key
Performance Indicator (KPI) with respect to call handling response times shall be monitored throughout the lifetime of the contract - this is currently set at 90% but is subject to change. Examples of the types of calls that may be fielded are tenants' stray/dangerous dogs, potential emergencies with respect to various situations, anti-social behaviour incidents such as tenants' threatening behaviour, and actual verbal and/or physical intimidation and abuse.
The initial contract is to be for three years with the possibility of extension for another two years subject to satisfactory performance. The contract we envisage is a collaborative arrangement subject to Family Mosaic's standard terms and contracts.

Family Mosaic Housing will incorporate a standstill period at the point information on the award of the contract is communicated to tenderers. That notification will provide full information on the award decision. The standstill period, which will be for a minimum of 10 (ten) calendar days, provides time for unsuccessful tenderers to challenge the award decision before the contract is entered into.
The Public Contracts Regulations 2006 (SI 2006 No 5) provides for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland).
