Esboniad
The Trust considers that the services can be supplied only by One Housing Group for the following reason: competition is absent for technical reasons. One Housing Group is the only provider able to commission the required refurbishment works and following the completion of which, is able to implement the Trust's bespoke integrated model of care for the delivery of the community based services.
One Housing Group has unique experience of co-producing inner city secondary care services with a mental health trust in London. This includes involvement of service users and undertaking refurbishment works in a live mental health client environment, using a dedicated works team that is uniquely specialised with this client group and able to implement our transformed service model.
Therefore, in accordance with Regulation 32(b)(ii) of the Public Contract Regulations 2015, the Trust negotiated with One Housing Group without prior publication in the Official Journal of the European Union.
