II.2.4) Disgrifiad o’r caffaeliad
Kingston upon Hull City Council is recommissioning its 0-19 public health nursing services. We are committed to giving every child the best start in life. This means both improving health outcomes and reducing health inequalities.
The 0-19 services will provide health and wellbeing support and interventions for children and families including (but not limited to) Health Visiting, School Nursing and oral health promotion services in Hull. This includes delivering the 0-5 and 5-9 healthy child programmes, the national child measurement programme, oral health promotion, as well as local public health priority outcomes. The services’ focus will be on prevention and early help, and will include both universal and targeted elements. The services will function as part of an integrated approach to improving children, young people and families’ health and wellbeing in Hull. The contract will incorporate provisions for its subsequent variation to facilitate future development of the 0-19’s services.
The future service model for Doula and Breastfeeding Support will be considered as part of the overall scope of the commissioning exercise.
The procurement process undertaken will be competition with negotiation, using this PIN as a call for competition and Hull City Council reserves the right to accept initial tenders without any further negotiation. Hull City Council also reserves the right to implement multiple rounds of negotiations if required

The time limit to respond to this pin notice shall be 35 days from the day it is sent for publication in accordance with Section IV.2.2). The supplier selection questionnaire will be issued in spring 2021 to the suppliers who have declared an interest within the initial 35-day period.
Suppliers must register their interest in this opportunity through the YORtender portal within 35 days. The portal can be accessed via the following website www.yortender.co.uk. The procurement process undertaken will be competition with negotiation, using this PIN notice as a call for competition and therefore only suppliers who their register interest via YORtender will be invited to take part in the procurement process, no further contract notice will be issued. It is envisaged all suppliers responding to this PIN notice will be notified to complete the selection questionnaire through the YORtender portal during March/April 2021, however all suppliers will be notified should this date change.
The estimated value of the contract is currently set as GBP 32 270 000.00, this is a genuine estimation of costs as the services currently stand. The local authority is undertaking a commissioning exercise to evaluate which services will be included within this procurement exercise, as such the estimated costs of the service may be subject to change.
