CHIC (the 'Authority') is procuring a 4-year Framework is designed to allow specialist system suppliers with local and nationwide specialist roofing contractors to install a high-level specification roofing systems. The Framework created may be accessed by any of CHIC’s Members (Employers) and any Authorised Users. The Framework includes the design, supply and installation of traditional pitched and flat roofing products to include (but not be limited to), plain concrete tiles, interlocking concrete tiles, interlocking resin or slate, plain clay tiles, interlocking clay tiles, natural blue, black and grey slate, fibre cement slate, all to include flashings, asphalt, systems, torch on systems such as bituminous built up roofing systems, flame-free systems such as single ply, bituminous systems and GRP. This may include associated products and works such as flashings, fascia, soffit, weathering and rainwater items.

This Lot facilitates nationwide specialist roofing contractors to install a high level specification roofing system, supplied by high quality System Suppliers covered in Lots 1 and 2. The scope and structure of the lot includes flat and pitched roof covering systems and associated components, supplied and supported by the chosen System Supplier dependant on project size or optional supply and installation by the Roofing contractor including (but not limited to) plain concrete tiles, interlocking concrete tiles, interlocking resin or slate, plain clay tiles, interlocking clay tiles, natural blue, black and grey slate, fibre cement slate, asphalt, systems, torch on systems such as bituminous built up roofing systems, flame-free systems such as single ply, bituminous systems and GRP, all to include flashings, facia, soffit, weathering and rainwater items. Supplier Optional Works may include associated roofing works, general building items will include rainwater goods and relevant renewable energy technologies (i.e. solar panel) and specialised building works (including calculations design and guarantees) and general scaffolding design and erection according to building type.

Under those regulations, aggrieved bidders may by way of proceedings in the High Court seek relief in respect of alleged breaches of the Public Contracts Regulations 2015 which may include declaring any award ineffective and/or seeking damages. CHIC now conclude the procurement process and enter the Framework Agreement.
