The decision to withdraw this procurement process was based on factors which included, but which were not limited to:
• Issues relating to the published design drawings
• Issues relating to the planning permission
• Issues relating to the required amendment of design and construction elements
• Unquantifiable cost implications relating to additional risks
• The Council was not able to clearly assess the level of economic advantageousness resulting from the procurement process
