Cumberland Council has embarked on a £10.6 million project to open up a key area of Workington and improve HGV access. The location involves the A66 and A596 at Ramsay Brow and Hall Brow, two of the main roads into the town, which form an important route to the Port of Workington and other major business areas to the north of the town.
There are currently a number of projects underway within Workington Town Centre, all from different funding sources, with different timescales. The Contractor should familiarise themselves with the programme of works and liaise with the Project Manager and other Contractors when planning works to avoid disrupting the works, minimise delays on the road network and maintain access to premises.

The estimated total value of stage 1 contract is £190,000.00
excluding VAT.
The estimated total value of stage 2 contract is £3,600,000.00

The Council will commission the Works in two distinct stages:
• Stage 1: Design, development, consents and approvals.
• Stage 2: Construction
There will be an Employer decision hold-point between Stage 1 and 2 when the Employer will decide whether or not to proceed to Stage 2. This decision will be at the Employers total discretion.
Stage 1 will be administered under an NEC3 Engineering Construction Contract (Option A).
Stage 2 will be administered under a separate NEC3 Engineering Construction Contract (Option A).
For Stage 1, the Contractor will enter into a Contract with the Council (the Employer) and develop the detailed design and produce the works information for the works as described in the Works Information. It should be noted that whilst an RIBA Stage 3 (preliminary) design has been developed (drawings included as previously referenced), the Council will appoint a Contractor to accept the preliminary design and progress it through detailed design and production of works information involving the Contractors experience for risk management and ‘buildability’ which shall be incorporated into the works information.
The Contractor will undertake any necessary supplementary investigations, studies, assessments, etc., produce all drawings, schedules and specifications for the works; identify and secure all necessary consents and approvals to enable successful construction of the works. The Contractor will provide pre-construction information (PCI) and site information as well as a Stage 2 priced activity schedule, quantified risk register and Cl31 programme for acceptance at the end of
Stage 1.
If the Employer accepts the Stage 1 products and the Contractors Stage 2 price, the Contractor will be appointed to provide the Stage 2 works.
For the avoidance of doubt, the initial contract will be for the provision of Stage 1 works only. The Employer has no contractual obligation to commit to Stage 2 works.
