The work should provide an overview of the opportunities and challenges facing Wales’ cultural offer and ambitions and take account of the other statutory obligations on public bodies and the recently published National Priorities for Culture. The successful provider should take account of the Culture and Welsh Language goal as defined in the Well-being of Future Generations Act. This work must be informed by a wide range of stakeholders including local authorities, cultural institutions, artists, community organisations, and the public. The following options should be explored and detailed – demonstrating the pros and cons. • Option 1 – Do nothing Maintain status quo. • Option 2 – Do minimum Welsh Government hypothecates funding for culture in annual budgets. • Option 3 – Do minimum plus Welsh Government hypothecates funding for culture in annual budgets for Local Authorities and mandates Local Authorities to ring fence revenue raised e.g from Tourism Tax for local cultural offer. • Option 4 – Intermediate Develop a set of cultural rights within the context of the Well-being of Future Generations Act. Opportunity to articulate the desired levels of cultural access, enjoyment, education and participation within Wales to set an expectation of a minimum cultural offer and entitlement. • Option 5 – Do maximum Establish a Culture Act. In reference to Option 5, the final output should demonstrate what this legislation could include and how it could be delivered. We are particularly interested in how a Culture Act could: • Enable a statutory cultural offer across Wales – particularly at local government level. • Be delivered equitably through existing and new statutory services and widen access and participation in culture. • Address current funding challenges and propose new financial models to support the implementation of a Culture Act. • Recognise and protect the cultural rights of future generations • Complement or impact on the implementation of the Well-being of Future Generations Act and the assessment of existing statutory requirements around archive and library provision. Requirement:

The Future Generations Commissioner for Wales is seeking a researcher, agency or organisation to produce a White Paper exploring the options for protecting and promoting culture within public bodies across Wales.

Additional information on the stakeholder workshop facilitated by a successful bidder on 18th September:

The workshop on the 18th of September is part of the Culture Stakeholder Forum we are hosting in Aberystwyth.

It is our opportunity to bring the culture sector and local government cabinet members leading on culture together for updates on our work and to coordinate action on cultural wellbeing.

Confirmed attendees include CEO Arts Council of Wales and National Library of Wales.

We anticipate 40-50 in the room and a similar number online. The workshop is an opportunity to set out the research but also to use involvement to inform the research.

It is up to the supplier to facilitate the hour workshop on the day.

The dates are set as they are times to help inform manifesto and policy milestones over the next 4 months.
