Powys climate events and communications project consultant Project Overview Powys Public Services Board has committed to responding to the climate emergency as one of three top priorities in the Powys Well-being Plan. Three events and an online Climate Hub, and stakeholder engagement are part of the work plan. A project consultant is needed: • Events organising: Make practical arrangements for the events and support the events on the day. • Climate hub: Develop content for the online Hub and liaise with officers to launch it. • Engagement and communications: Develop and action an integrated package of stakeholder engagement and communications in relation to the events and Climate Hub and wider climate work programme. The package of work will be structured around nine transformational shifts that reflect the systemic changes needed to achieve net zero and climate resilience in Powys: 1: CLIMATE SAFETY: From climate vulnerability to climate preparedness and resilience. 2: ENERGY SAVING & RENEWABLE ENERG: From fossil fuel dependence to energy efficiency and renewable energy. 3: SUSTAINABLE TRAVE: From fossil fuel powered transport to practical active travel, public and community transport and electric vehicles. 4: RESTORED NATURE: From depleted nature to nature rich. 5: AFFORDABLE SUSTAINABLE FOO: From economically and environmentally extractive unhealthy food to food security and more locally grown sustainable nutritious food accessible to all. 6: WELL-BEING ECONOMY & SUSTAINABLE RESOURCE US: From an extractive economy focused on GDP growth to a circular economy focused on Well-being of Future Generations Act goals. 7: SUSTAINABLE PLACE: From distant services and amenities to viable local services and amenities connected through sustainable accessible travel. 8: ACTIVE CITIZEN: From intermittent democratic engagement to informed active citizens engaged in practical action and deliberative place-shaping. 9: JOINED UP PUBLIC SECTO: From public bodies working in silos to coordinated action that is responsive to local stakeholders and communities. About the Climate Hub

Scope of consultancy work

The consultant will:

Events organising

1. Liaise with the venues to make practical arrangements including accessibility, interpretation, IT and refreshments

2. Coordinate meetings with stakeholders to refine the event plans

3. Liaise with speakers, stall holders and other contributors to ensure each has a brief and practical arrangements are in place

4. Manage the invitations, attendance list, and associated communications

5. Develop an event pack of supporting material

6. Arrange translation and interpretation to make the events accessible bilingually in Welsh and English

7. Manage all practical arrangements on the event days including ensuring that content from the day is captured and recorded appropriately

Climate hub

1. Review Powys-specific climate data (carbon footprint, carbon sequestration and climate risks).

2. Develop content understandable for non-technical experts for each of the nine transformational shifts, based on existing research:

a. Climate Safety

b. Energy Saving & Renewable Energy

c. Sustainable Travel

d. Restored Nature

e. Affordable Sustainable Food

f. Well-being Economy & Sustainable Resource Use

g. Sustainable Places

h. Active Citizens

i. Joined-up Public Sector

3. Apply best practices in climate communication, including tone, framing, and visual aids, based on Welsh Government guidance.

4. Create bilingual content (or coordinate translation) for both English and Welsh versions of the hub.

5. Format content for use within EngagementHQ, including interactive functionality (tbd), with built-in flexibility to adapt for future channels.

6. Collaborate with Hub administrators to ensure content is ready for publication and engagement.

Engagement and communications

1. Engage with stakeholders to collect evidence for case studies to illustrate the transformational shifts, and develop communications content, as needed, for the Climate Hub and the events.

2. Contribute to event write ups and follow up communications for a range of audiences.

3. Create a package of Powys-specific public-sector communications aimed at encouraging behaviour change in support of the transformational shifts.

4. Create all content bilingually, or coordinate translation for English and Welsh.

Work arrangements

All work will be guided by, and working with, the Powys Public Services Board Climate Working Group Secretariat which is based at Bannau Brycheiniog National Park Authority HQ in Brecon.

You will conduct most of your work remotely, but you must be available to work:

• In the office for meetings at least one day a week.

• Travel within Powys to organise and attend events and stakeholder meetings.

• Working some early evenings may be needed to involve stakeholders outside office hours.

• Work one Saturday will be needed for the Town and Community Council event.

Timeline

29 September 2025: Latest consultancy start date

30 September 2025: Climate risk and resilience PSB officer workshop

31 October 2025: Hub content completion Date

11 November 2025: Climate risk and resilience PSB Board workshop

TBC November 2025: Climate emergency Town and Community Council event

November 2025 (end): Final handover of reports and materials

Budget

Total budget: £12,000 fixed (inclusive of VAT and expenses)

Requirements

• Proven experience in climate communication for public audiences or in public communications relating to a technical or scientific subject or public policy or services.

• Proven experience in event organising including making arrangements for accessibility and environmental sustainability.

• Proven experience in stakeholder engagement.

• Familiarity with Welsh Government climate policy and guidance.

• Understanding of digital engagement platforms (preferably EngagementHQ).

• Ability to arrange bilingual English-Welsh translation.

• Have a full UK driver’s license and access to a vehicle to travel within Powys.

• Be available to:

- start promptly and meet the end of October deadline to create Climate Hub content.

- have meetings in the Brecon office on at least one day a week.

- travel within Powys to organise and attend events and stakeholder meetings.

- work some early evenings.

- work at the Saturday Town and Community Council event.
