The NHS Wales Shared Services Partnership, hosted by Velindre University NHS Trust, is acting on behalf of Cwm Taf Morgannwg University Health Board.
This contract is for a Psychosocial Substance Misuse Service within HMP & YOI Parc Prison. The purpose of the service is to provide psychosocial interventions to prisoners and children within HMP & YOI Parc Prison. The service provides assessment, stabilisation, and assisted withdrawal for individuals with substance misuse problems.
This notice constitutes an Intention to Award Notice and confirms the commissioner’s intention to award a contract following the application of Direct Award Process 2 under the Health Services (Provider Selection Regime) (Wales) Regulations.
Direct Award Process 2 has been considered the most appropriate procurement process for this requirement, as the term of the existing contract is due to expire and the commissioner has proposed a new contract to replace the existing contract at the end of its term. The proposed contracting arrangements do not represent a considerable change, and the commissioner is satisfied that the existing provider is delivering the current contract to a sufficient standard and is likely to satisfy the requirements of the proposed contract.
Publication of this Intention to Award Notice commences the standstill period in accordance with the applicable regulations. No contract will be entered into before the end of the standstill period.
The services are intended to be provided from 16 September 2026 to 15 September 2027, with the option to extend for a further two periods of 12 months each

This procurement aims to provide a safe, effective, and high-quality substance misuse service for people within HMP & YOI Parc Prison. The service will ensure that individuals in custody have access to support and interventions comparable in range and quality to those available within the wider community, helping to reduce health inequalities between people in custody and the general population.
The service will deliver psychosocial interventions for both adult prisoners and young people at HMP & YOI Parc Prison. This will include assessment, stabilisation, and assisted withdrawal support for individuals experiencing substance misuse issues.
This is a Provider Selection Regime Wales (PSR Wales) Intention to Award Notice. The award of this contract is subject to the Health Services (Provider Selection Regime) (Wales) Regulations 2025.

The awarding of this contract is subject to the Health Services (Provider Selection Regime) (Wales) Regulations 2025. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015/Procurement Act 2023 do not apply to this award.
Direct Award Process 2 has been considered the most appropriate procurement process for the purposes of this requirement as the term of an existing contract is due to expire, and the commissioner has proposed a new contract to replace that existing contract at the end of its term; the proposed contracting arrangements are not a considerable change; and the commissioner is of the view that the existing provider is satisfying the existing contract and will likely be able to satisfy the proposed contract to a sufficient standard.

The contract is being awarded to G4S Care and Justice Services (UK) Limited following Direct Award Process 2.
Direct Award Process 2 was considered the most appropriate route because the existing contract is due to expire and the proposed contract will replace that contract without a considerable change to the service model. The commissioners are satisfied that the existing provider is meeting the requirements of the current contract and is likely to continue to satisfy the requirements of the proposed contract to a sufficient standard.
The provider was assessed against the five key criteria prescribed by the Health Services (Provider Selection Regime) (Wales) Regulations 2025. All criteria were considered important and were assessed using a pass/fail methodology. Particular importance was attached to quality, continuity of care, collaboration, and service sustainability, given the specialist nature of substance misuse services and the need to maintain established therapeutic relationships, consistent support, and effective multidisciplinary working within the Health Board.
The assessment concluded that the provider has delivered, and is likely to continue to deliver-
- Quality – high-quality substance misuse services that meet the needs of individuals accessing treatment and support.
- Value – good value through an appropriate balance of cost, quality and patient outcomes.
- Collaboration and Service Sustainability – collaborative and sustainable services that support continuity of care, effective partnership working, and improved health outcomes.
- Improving Access and Reducing Health Inequalities – accessible services and equitable treatment for all eligible individuals, including those who may experience barriers to accessing substance misuse treatment and support.
- Social Responsibility – service provision that supports economic, social and environmental wellbeing in the delivery of patient care and support services.
The provider also met all basic selection criteria relating to activity levels, insurance arrangements, clinical governance, technical and professional capability, and professional registration. The provider demonstrated the necessary capacity and capability to continue delivering specialist substance misuse treatment, support, and related services within the Health Board.
No providers were excluded from the procurement process.
No actual, potential, or perceived conflicts of interest were declared by any individual involved in the decision-making process.
