— professional support (also referred to as role supervision) as required by each Force Counselling and

Support; access to 24 hour/365 days per year telephone counselling,

— provision of face to face counselling and support sessions,

— clinical assessment and therapy for individuals affected by incidents at work and associated support following a critical incident,

— Cognitive Behavioural Therapy (CBT) for a range of mental health conditions,

— referral pathways,

— management referrals and support,

— management of all ongoing cases to ensure the assessment treatment and support requirement are carried out to employee assistance programme association (EAPA) quality standards, — Utilisation reporting,

— management information on employee and organisation interventions including consultation to management on behavioural aspects of the workplace,

— an EAP web site,

— access to information and advice on a wide range of areas to include but not limited to; money advice and debt management, legal information and guidance, information on emotional and work life issues, dependent care information,

— critical incident management support capability for individuals and groups as specified.

The contract will be let by Police and Crime Commissioner for Leicestershire on behalf of Leicestershire Police, Derbyshire Constabulary, and Northamptonshire Police.

Esboniad

This contract is being modified in accordance with Regulation 72.1.b. and 72.1.c of the Public Contracts Regulations 2015. The modification will extend the contract for the Provision of Employee Assistance Programme for up to 12 months from 1.01.2019 to 31.12.2019.

The contracting authority is relying on Regulation 72.1.c. as the need for a modification has been brought about by circumstances which a diligent contracting authority could not have foreseen, the modification does not alter the overall nature of the contract and the increase in price will not exceed 50 percent of the original contract award value. A contract for 12 months only would cause significant inconvenience or substantial duplication of costs for the contracting authority as per Regulation 72.1.b. and extra costs for any new contractor.

We have recently been made aware of a number of pilot well-being initiatives that are underway under the national well-being work-stream. We know that there is a plan to have a National Well-being Service and that the detail of that service will be informed by the current pilot schemes underway. It is therefore difficult for our forces to understand what our future Well-being needs will be until the pilots have concluded and the national well-being service is described in more detail. We expect this to happen in the New Year.

If we commit to a contract at this point, we run the risk of making a long term financial commitment that doesn’t fit with the national well-being service provision.
