Lot 1 is a contract for an organisation to manage the Leisure based facilities and services listed below:

— Meadowside and Uttoxeter Leisure Centres — the Authority currently operates 2 indoor Leisure Centres, the Meadowside Leisure Centre and Uttoxeter Leisure Centre. Both centres have recently been extensively refurbished and upgraded providing swimming facilities, fitness suites, sports halls, crèches and catering functions. The Meadowside Leisure Centre also offers squash courts and dedicated children’s play facilities. Both facilities offer “Changing Places” disabled changing facilities,

— Shobnall Leisure Complex — Shobnall Leisure Complex’s indoor facilities include a sports hall and class rooms. A wide range of outdoor amenities are provided including a synthetic pitch, athletics track, football/rugby pitches, tennis courts, golf and bowls. Its budget also covers maintenance and management of Council-run outlying football pitches within the Borough and St George's Park, in addition to Thomas Alleyne’s High School synthetic pitch in Uttoxeter,

— sports and health development — the sports and health development team work to promote sport and physical activity within the community. This includes working within many groups in the Borough (i.e. the administrative area of the Authority) including active adults (over 60's), disability groups, community health and focus sports. The team deliver vocational training in sport and physical activity related disciplines as well as providing recognition for elite sporting achievement within the Borough through an annual awards programme. The inclusive cycling project launched in 2013 falls under the team’s organisation with the function being delivered at Shobnall Leisure Complex.

Since 2010, the Authority has undertaken a programme of investment into all 3 of its leisure facilities within the borough and in doing so has created three thriving sports facilities. The vision is to build on the facilities’ current success with a flexible and innovative approach to the provision of the services which ensures that more residents are engaging in sport and recreation more often. It is important to build on our excellent reputation of delivering high quality, value for money services to the meet the needs, wants and habits of our communities.

The Authority seeks a contractor that can contribute towards the achievement of the following five outcomes:

(i) more people more active – increase the opportunities for our local populations to participate in sport and physical activity, changing lifestyles and attitudes towards exercise;

(ii) reduced inactivity and a healthier population — a reduction in inactivity levels and commitment to improving the health of the population;

(iii) reduce inequality — reduce inequalities in participation between different social and ethnic groups;

(iv) economic benefit — demonstrable social return on investment through sport and physical activity;

(v) building strong partnerships – key stakeholders and organisations working towards this common goal.

The Authority is seeking an organisation(s) to manage its cultural facilities and services for an initial ten (10) year period with option to extend for a further five (5) years. The procurement is divided into 2 lots, Applicants are invited to apply for both or either individual lot. The procurement is split as follows:

Lot 1: Leisure Facilities and Services — to manage leisure based facilities and services i.e. Meadowside Leisure Centre; Shobnall Leisure Complex; Uttoxeter Leisure Centre; Sports and Health Development Service; facilitate outlying sports pitches.

Lot 2: Arts Facilities and Services — to manage Arts based facilities and services i.e. Brewhouse Arts Centre and Arts Development Programme and Civic Function Suite (currently situated at Burton Town Hall). The delivery of events/function from Burton Town Hall may be excluded from the procurement subject to Applicant feedback. The Authority reserves the right to exclude this facility from the overall service requirements.

Lot 2 is a contract for an organisation to manage the Arts based facilities and services listed below:

— Brewhouse Arts Centre and Arts Development Programme — the Brewhouse Arts Centre is used extensively to accommodate rehearsals, meetings and events covering all aspects of the arts. An extensive programme is delivered consisting of: professional and amateur theatre productions, cinema, community workshops, gallery exhibitions, multi media workshops and corporate events. The Brewhouse team work in close partnership with Burton and District Arts Council, external arts organisations, schools, the public sector and businesses. The Brewhouse arts development programme provides a range of accessible and diverse participatory creative activities for the whole community of East Staffordshire. The programme supports the artistic activity and professional shows delivered within the Brewhouse and aims to raise the profile of the Brewhouse across the Borough (i.e. the administrative area of the Authority), particularly with harder to reach communities, new audiences and children and young people. The Arts programme also provides an opportunity for the Brewhouse to deliver a number of partnership projects across the borough such as the Festival of Gardening,

— Civic Function Suite* — the Authority currently operates a functions/events service branded as the civic function suite (currently situated within Burton Town Hall). Burton Town Hall is a grade 2 listed building and is available to hire to any person over 18. In addition to hosting civil wedding ceremonies it is also used by many community based classes, hired for large scale party nights and numerous regular collectors’ fairs. Regular tea dances are held in the Main Hall, utilising “The Mighty Wurlitzer”, one of only a handful still operational in the UK. Regular dances are held both for the over fifties and those wishing to experience something more energetic.

*The delivery of events/functions from Burton Town Hall may be excluded from the specification, subject to feedback from Applicants. The Authority reserves the right to exclude this facility from the overall service requirements.

The Brewhouse Arts Centre, Arts Development and Burton Town Hall (Civic Function Suite) service area aims to deliver high quality arts, cultural and entertainment events; focusing on increasing arts participation, engagement and attendance for all residents and visitors to Burton. Since 2014 the Authority has invested in The Brewhouse; working with external consultants, securing Arts Council England Funding and investment in energy efficiency measures. The Authority’s vision is that by 2020 the Brewhouse will have become a busy prestigious multi-arts centre that nurtures local talent and presents the best in contemporary arts and culture. Burton Town Hall will have become a busy events and entertainment venue that has strong relationships with local community and commercial organisations.

The Authority seeks a contractor that can contribute towards the achievement of the following five outcomes:

(i) continuous organisational development;

(ii) increase efficiency across the service;

(iii) increase opportunities to participate in, engage with and see, arts/culture activity across East Staffordshire;

(iv) raising the level of artistic quality and ambition;

(v )raising awareness of the service.
