The NI Ambulance Service is the sole provider of emergency ambulance response in Northern Ireland. The C3command and control system is the core system that manages the receipt, categorisation of emergency 999calls and despatch of the appropriate resources. It manages all incoming 999 calls, prioritisation and despatch of ambulance resources. The C3 software and associated Stratus hardware is provided by a single supplier who also provides support on a 24 x 7 basis. The contract is for the replacement of hardware and the implementation of a new critical software module known as High Availability (HA) to a business-critical system.

Esboniad
The new hardware and HA software must be implemented in the live operational environment without any impact on service provision. The existing application, C3 and all associated systems and interfaces (of which there are at least 6) must remain unaffected by this change.
Therefore, the new hardware will be built, configured and tested by MIS in the UK before being shipped to NIAS.MIS will then undertake the implementation and go live on site. Managing all potential hardware and software issues. In terms of risk reduction for the critical hardware and software provision and go live process MIS, as the existing C3 supplier, are the only supplier that have been asked to provide a quote. MIS are the sole providers of the HA software. It would be unreasonable for NIAS to deviate from this effective and reliable approach and carry the risk of disruption to the emergency 999 service through the introduction of unacceptable technical and business risks.
