A response to the pandemic was therefore required in order to safeguard public health risks and risk to life by securing safe and continued service provision.

Accordingly, Southampton City Clinical Commissioning Group have entered into a contract with the below providers from 1 April 2020 to 31 March 2022.

Initial extra beds from April 2020:

Bupa Homes 7 spot purchase beds, with up to 12 available subject to demand

Hawthorns 5 block purchase beds at Hawthorns.

Additional block purchase beds from November/December 2020:

Netley Waterside Homes 7 beds from 16 November 2020

Oaklands Nursing Home 6 beds from 16 November 2020 and option for a further 19 beds from mid-December.

• the service is to provide prompt, safe and appropriate interim care to meet the health and social needs of patients assessed as medically fit for discharge from acute trusts during the Covid-19 crisis at a time when availability of the maximum possible bed capacity in Acute Hospitals to treat Covid patients was critical.

• to maintain service delivery and continuity during and after the Covid-19 response.

Further justification is supported by guidance issued by the Cabinet Office Procurement Policy Note Responding to Covid -19 PPN01/20.

This PCR Regulation 32 Contract Award notice is being published to notify the award of the contract for 3 months with an option with monthly extension options. This time is considered necessary and proportional to alleviate the risk posed by the outbreak and, will give the above named contracting authority sufficient time to comply with undertaking a compliant competitive procurement process under the Public Contracts Regulations 2015.

The aim of the discharge to assess service is to provide an effective, flexible and responsive approach to discharge from the acute and surrounding hospital system for individuals who are medically stable and may require further assessment of their needs. This is part of the system response to the Covid-19 pandemic and seasonal pressures as well as supporting usual best practice.

The joint service provision will provide discharge to assess capacity, within the Southampton and SW Hampshire locale, for individuals within Southampton University Hospital Foundation Trust who require a bed-based service but who no longer require consultant led care in an acute setting.

Potential up to 12-month extension option GBP 2 821 465 (all beds) – the extension period will be reviewed on a rolling monthly basis.

Under the Public Contracts Regulations 2015, the contracting authority considers Covid-19 to be a state of urgency that has been brought about by circumstances which a diligent contracting authority could not have foreseen. A response to the pandemic is therefore required in order to safeguard public health risks and risk to life by securing safe and continued service provision.

Accordingly, the Southampton City CCG has decided to enter into a contract with the suppliers listed above.] using the ‘competitive procedure without prior publication for reasons of extreme urgency’ (Reg 32(2)(c) PCR 2015), brought about by the Covid-19 outbreak, for the following reasons:

• the service is to provide prompt, safe and appropriate interim care to meet the health and social needs of patients assessed as medically fit for discharge from acute trusts during the Covid-19 crisis at a time when availability of the maximum possible bed capacity in Acute Hospitals to treat Covid patients was critical.

• to maintain service delivery and continuity during and after the Covid-19 response.

Further justification is supported by guidance issued by the Cabinet Office Procurement Policy Note Responding to Covid-19 PPN01/20.

This PCR Regulation 32 Contract Award notice is being published to notify the award of the contract for 3 months with an option with monthly extension options. This time is considered necessary and proportional to alleviate the risk posed by the outbreak and, will give the above named contracting authority sufficient time to comply with undertaking a compliant competitive procurement process under the Public Contracts Regulations 2015.
