Heathlands Care Home is a major new health and care facility being constructed as the result of a partnership approach between the East Berkshire Clinical Commissioning Group (EB CCG) and Bracknell Forest Council's aspiration to deliver integrated care to meet the growing dementia and nursing need in Bracknell Forest.

Heathlands Care Home will provide 66 single rooms (with en-suite) over 3 floors in a modern, purpose-built setting. The facility is scheduled to open in end of December 2021, subject to timely completion of its construction. Level 2 (second floor) will house the Intermediate Care Service (ICS) delivered by Frimley Health NHS Foundation Trust. The ground floor and first floor will have capacity for 46 dementia nursing beds.

The hotel and facilities management services will be provided by the Dementia Nursing Provider to all 66 beds.

Partners across health and social care aim to develop a community-based health and care infrastructure that builds on strong local relationships and puts integration at the heart of all local service provision.

Commissioners want to ensure that our residents only have to tell their story once and have access to local, well-coordinated, safe, and high-quality individualised care that offers choice, control and the best possible health, care, and wellbeing outcomes.

Heathlands will provide person-centred care through 1) Integrated Care Services (ICS) providing reablement and rehabilitation aimed at helping people return home or preventing hospital admission, 2) specialist dementia and nursing residential care and 3) a hotel service supporting the efficient delivery of both the ICS and dementia nursing residential care service.

The dementia nursing care service will:

• be provided in an environment that is homely and where individuals have control over their own life, personal space, privacy and security.

• support the individual to engage in everyday activities of daily living and developing new skills.

• access to social activities outside the home, facilitated by the Service Provider.

The Service Provider must have effective mechanisms for liaising with other agencies to ensure that assessment of need and allocation of service provision results in achieving the individual’s identified outcomes.

Both ICS and dementia nursing care service will require hotel services, which will, among other elements, include:

• Meals and nutrition,

• Laundry consumables,

• Gardening and building maintenance,

• Admission – coordination and room set up,

• Minimum offer on core elements such as linen, soap, towels etc.

EB CCG, FHFT and the Council seek to collaboratively work with a provider who:

• is committed to working as a system partner within a wider health and care system to deliver the national and local vision of Integrated Care;

• values an open and collaborative culture;

• strives for excellence;

• delivers safe, high quality, value for money and person-centred services;

• has a commitment to continued improvement alongside Care Quality Commission (`CQC`) standards and person feedback.

The Council is looking to work in partnership with the successful Service Provider in order to determine the best use of beds according to need, demand and mitigating circumstances. The Council will block contract 36 dementia nursing beds. The remaining beds up to the maximum capacity of 46, will be available to the Service Provider to fill with self-funders.

This procurement process is being completed under the “Light Touch Regime”, governing “Social and Other Specific Services” detailed in the Public Contracts Regulations 2015. The evaluation will be staged, details of which are included in the procurement documents. The tender evaluation team will include representatives from the Council, Frimley Health Foundation Trust, East Berkshir

Bracknell Forest is seeking a provider who, as well as delivering the Dementia Nursing Service, will provide excellent hotel and facilities management services across both services, value an open and collaborative, partnership approach and deliver safe, high quality, value for money and person-centred services.

The contract will be for a maximum term of 10 years.

A Prior Information Notice for this opportunity was published on Find a Tender Service (FST) on 17 February 2021, reference 2021/S 000-003162. A Contract Notice was subsequently published on FTS on 5 March 2021, reference 2021/S 000-004469.
