This project is part of the North Wales Children’s University which aims to encourage a love of learning and raise aspiration for children and young people across the region. With wellbeing a key part of the project, the Children’s University includes a wellbeing food box element which aims to educate about healthy, locally sourced food and encourage families to cook and eat together. Working with 6 schools (one school per county of North Wales) to develop the food element of the wellbeing box project to provide up to 150 families per county with healthy, locally sourced, non-processed food, ingredients and recipes. The aim is for the wellbeing food boxes to be delivered before February half term (10th February 2024), or a date to be agreed with the University prior to the end of February. The objective of this ITT is to procure a supplier/s to develop, produce and deliver the wellbeing food boxes. The University aims to appoint a single supplier to cover the 6 North Wales counties. The scope of the project is to: Work with 6 schools (across the following North Wales counties – Flintshire, Wrexham, Conwy, Denbighshire, Gwynedd, Anglesey) to develop a minimum of three healthy, non-processed and nutritionally balanced main meal recipes (working with guidance from Betsi Cadwaladr University’s Healthy Weight Healthy Wales team) that encourage families to cook together. Source the ingredients and provide the recipes and any guidance on how to prepare the meals (in both Welsh and English to feed a family of four). Wrexham University will work with the selected provider/s to engage them with the chosen schools once selected. The provision of ready meals will not be considered as part of this contract. The appointed supplier shall adhere to all food hygiene and food transport regulations, including the use of temperature controlled vehicles (if applicable) if supplying chilled meats/dairy or frozen produce). Source the ingredients locally wherever possible. The appointed supplier shall supply upon request wellbeing food boxes that take into account any identified food allergy considerations. The University will work in conjunction with individual schools and families will identify any food allergy implications and this will be notified to the appointed supplier to consider alternative food ingredients and recipes. Source the food boxes and ensure that they are appropriate for fresh food delivery Fulfil the boxes and deliver them to home addresses if needed (we will work with schools to determine which families may prefer to collect from the school setting and which may need home delivery, so some flexibility in the budgeting will be needed to allow for this). The University will work with identified partners to develop and produce additional creative elements to be fulfilled into the boxes and will supply these to the chosen supplier. Endeavour to deliver the wellbeing boxes before February half term (10th February 2024) or end of February 2024 at the latest upon University agreement.

Tender Clarifications
We have had the following tender clarification queries through, which we are responding to to ALL bidders.

1. The tender states the Insurance Requirements £10m cover for Public Liability. A company of our size, an increase of £5m cover for Public Liability adds additional & significant costs to us. Therefore, is the figure of £10m a mandatory requirement or could you consider cover of a £5M Public Liability? RESPONSE The £10m cover is not mandatory and we would accept £5m cover. However, As per Section 7.7.1 of the ITT, if you do not currently have the £10m cover can you indicate the cost of obtaining the £10m cover and include within Section 7.7.1 and we will then undertake Cost / Risk Benefits Analysis.

2. For Professional Indemnity Cover of £1M. with 18 years’ experience of providing catering services, this is not a common cover we have seen amongst catering/manufacturing supplier tenders. To our knowledge this is generally carried by architects, engineers or those give advice agents such as insurance brokers, lawyers, accountants. Therefore, could you clarify if this also a mandatory requirement. RESPONSE: Again, this is not mandatory, and we accept that this cover is not relevant to the service being provided, so just answer “Not Applicable “ is your response Section 7.7.1

3. To clarify, as part of the contract is the intention/proposal to delivery the service to school premises or delivery door-to-door of every household identified by the schools? RESPONSE: Our aim is to work with the schools to determine the best option for delivery. Our hope is that many student’s families will be able to collect their boxes from the school premises, but if they are unable to do so if they don’t have any way to transport it themselves then we’d want to be able to offer the alternative of home delivery. At this stage we cannot estimate how many will require the home delivery option.
