Esboniad
Procure Partnerships Framework is based on strategic, operational, and compliance considerations.
The Procure Partnerships Framework (PPF) provides a compliant, efficient, and strategic route to market for public sector organisations. Key advantages include:
• Rapid mobilisation through direct award within 1 working day.
• Streamlined governance using only a Project Initiation Form and Business Case Approval Form.
• Pre-vetted suppliers with proven cost and quality credentials.
• Full compliance with Public Contracts Regulations 2015 and the Procurement Act 2023.
• Monthly financial checks and performance monitoring via the National Performance Management System (NPMS).
• Strategic support from the framework provider to resolve delivery issues
The decision to proceed with a direct award to Turner & Townsend is driven by several factors:
• Urgency in appointing a provider following the cessation of contracting efforts with Pick Everard.
• Turner & Townsend’s prior involvement in projects of a similar nature and complexity proven capability e.g. The Glassworks.
• Assurance of best value through fixed hourly rates and known quality of work.
• Avoidance of delays that would result from reopening competition.
• Fulfilment of all framework conditions and compliance requirements.
