This is a Provider Selection Regime (PSR) intention to award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award. The standstill period begins on the day after the publication of this notice. Representations by providers must be made to decision makers by 30 December 2025. This contract has not yet formally been awarded; this notice serves as an intention to award under the PSR.

Representations should be sent in writing to publichealth_procurement@sandwell.gov.uk

The award decision was made by the Council's Cabinet on 10 September 2025.

There were no conflicts or potential conflicts of interest declared.

The relative importance of the Key Criteria is a follows:

- Quality and innovation, 30%

- Value, 25%

- Integration, 15%

- Improving access and reducing health inequalities, 15%

- Social Value, 15%

Quality and Innovation of the service was given the higher percentage because it is an important aspect in the delivery of the service. Value is the next highest, to ensure as a public authority we are achieving value for money. Social Value is in line with the Councils own policy for a contract of this size. Integration is considered in relation to the local health economy and Improving access and reducing health inequalities is considered in relation to the local approach being structured on access, experience and outcomes.

This decision to award this contract to Sandwell and West Birmingham NHS Hospitals Trust is consistent with local and national plans around integrating care and joining up services for patients. It allows both organisations to conduct work guided closely by the Sandwell Health and Wellbeing Strategy and the priorities set out within it.
