The Office of Rail and Road is seeking to procure a supplier to provide data on the number of journeys between each possible pair of GB rail stations and GR rail station usage. The procurement will be via an Open Procedure.
The Information and Analysis team within ORR are responsible for publishing Official Statistics on the GB rail industry. ORR has published annual Estimates of Station Usage since 1997-98. The current contract was awarded to Steer Davies Gleave in 4.2014 for 4 years (2013/14 – 2016/2017). The work primarily includes:
A) Producing the Origin-Destination matrix (ODM) that estimates the number of journeys between each possible pair of GB stations, and
B) Published estimates of the number of entries, exits and interchanges at all stations on the GB rail network.
Estimates of station usage is published in December of each year, attracting tens of thousands of web visitors. It is our most popular publication and cements ORR’s reputation and visibility as the lead authority on UK rail statistics, attracting considerable national media attention.
Estimates of Station Usage are well used, and the ODM underpins the Regional Rail Usage statistical release. ORR receives 1-2 enquiries about this publication each week; and there is considerable demand for the ODM from leading transport consultancies, HS2 Ltd, the Rail Delivery Group, Transport for London, Integrated Transport Authorities, Local Authorities, the Department for Transport and Network Rail. The data is used to produce pricing and fare strategies, transport programs and planning; economic impact assessments, investment appraisals, periodic review materials and demand forecasting.
The core elements of this work are to:
A) Purchase and analyse MOIRA2.2 data;
B) Collect infill data from Integrated Transport Authorities and others;
C) Purchase and analyse the Central Allocation File;
D) Undertake CCTV/manual station counts, and
E) Combine these outputs to produce the ODM and estimates of station usage.
The key deliverables are:
A) The Origin-Destination matrix for all GB station pairs and the supporting methodology report (Annex A);
B) The estimates of entries, exits and interchanges at all GB stations and the supporting methodology report, and
C) A supplementary excel work book containing quality assurance measures.
The ODM is classified ‘commercially sensitive’ as station flow and revenue data enables inference of the value of Train Operating Company (TOC) revenues. Access to the full ODM is therefore granted in certain circumstances under data license agreement. A technical description of the ODM is provided in section 2.3.2.
