The Utility is planning to build a new purpose built fish market in Scalloway, Shetland on the site of the existing fish market.
A temporary chill facility is therefore required to cover the period of demolition, construction and commissioning of the new market. It is envisaged that will be for a period of 18 months.
The Utility has secured a temporary lease on a large industrial warehouse, close to the site of the existing market. This warehouse is uninsulated and requires work to make it suitable for use as a temporary fish market.
It is proposed that a contract be let, to install a temporary chilled insulated shell within this warehouse, with an internal floor area of approx. 750 m2. All equipment needed to form the temporary chilled facility would be hired for the duration required, with the building returned to its current use on completion of the new fish market.
The temporary chill facility is required to be commissioned and ready for use from 1.7.2018.

The Utility is using an Open Procedure under the Utilities Contracts (Scotland) Regulations 2016.
Economic Operators are required to submit a Tender and European Single Procurement Document (ESPD). The Tender submission and ESPD must be accompanied by supporting economic, financial, business and technical information.

Section II.1.4 and II.2.7: The temporary chill facility will be required for a period of 18 months or longer period, as the Utility considers necessary.
Section III: The economic, financial and technical information detailed must be submitted in addition to any other information detailed in the European Single Procurement Document (ESPD) with any Tender that is submitted.
The ESPD must be fully completed, including all information concerning the bidder and exclusion grounds.
Tenderers unable to meet this essential requirement may be rejected.
GBP means Great British Pounds.
The Contract shall be subject to Scots Law and the jurisdiction of the Scottish Courts.
