1) Matcher Engine Software (MES) – a combination of biometric algorithm software and associated components that will provide the specialised capability to biometrically match a facial image to a set of encoded facial images and; 2) Associated Services – May include but not limited to any/all of the following; design and development, biometric accuracy testing, collaboration, service/capability integration and system testing, transition, data migration, early life support, In life level 4 support, and professional services.

The Contracting Authority reserves the right to extend the contract for a period of twenty four (24) months and an additional twelve (12) months. Therefore, the total potential term of the contract is ninety six (96) months from the effective date.

The Contracting Authority incorporated a stand still period at the point information on the award of the contract was communicated to the tenderers. That notification provided full information on the award decision. The standstill period, which lasted a minimum of ten (10) calendar days, provided time for unsuccessful tenderers to challenge the award decision before the contract was entered into.
Any appeal or request for additional information should be sent to the name and address in section 1.1). The Public Contract Regulations 2015 provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Courts (England, Wales and Northern Ireland.)
