1) To develop the tools, methods and data to provide the evidence needed to inform future decisions on UK nuclear energy programmes including reactor technologies and fuel cycles;
2) To facilitate regulatory engagement into the innovation programme.
This work procures the assistance of the nuclear regulator ONR when requested by BEIS to consider the impact of new developments.
3)To manage UK access to facilities and data sources that will enhance UK R&D.
This work procures:
(a) UK Membership of the Nuclear Energy Agency;
(b) access to international irradiation facilities;
(c) the provision of technical co-ordination of UK access to national and international facilities;
(d) access to the Nuclear Data Bank.

Esboniad:
The justification in Public Contract Regulations 2015 is:
32.—(1) In the specific cases and circumstances laid down in this regulation, Contracting Authorities may award public contracts by a negotiated procedure without prior publication.
General grounds
(2) The negotiated procedure without prior publication may be used for public works contracts, public supply contracts and public service contracts in any of the following cases:—

(b)where the works, supplies or services can be supplied only by a particular economic operator for any of the following reasons:—.
....
(ii)competition is absent for technical reasons,
...
But only, in the case of paragraphs (ii) above, where no reasonable alternative or substitute exists and the absence of competition is not the result of an artificial narrowing down of the parameters of the procurement;
In this instance:
— the requirement is for specialised technical services and NNL is uniquely qualified to deliver the services,
— there is no evidence of a wider market for these services,
— the barriers to entry for any potential alternative suppliers at this time are considerable,
— costs for part of the scope (NEA and Databank membership fees) were omitted from the original contract while these costs were finalised. A variation is now needed to include these costs in the contract value to cover the full contract scope.
