The Support Service is fundamentally additional and responsive. It will be procured under any of the following Circumstances: — A need is identified to provide experienced Moderation advice/guidance to an existing Project/MO Or both (e.g. where eligibility issues arise) — A need is identified to provide Quality Assurance (QA) support/guidance to an existing Project/MO or Both (e.g. for reports prepared by the Monitoring Officer and LPM)
— Innovate UK Operations wishes to undertake Portfolio analysis requiring inter-Project discussions — A need is identified to conduct investigation into Project conduct which requires the provision of

As guidance, this Urban Living Lot includes projects funded to produce:
— Integrated solutions that address citizens’ challenges and needs in cities and urban areas. These solutions Integrate:
— ‘hard systems’ such as energy, transport, waste water and communications
— ‘soft systems’ such as security, law and justice (e.g. Public order and safety), health, wellbeing, social care and education
— environmental systems such as parks and green spaces, canals and rivers
A prospective Monitoring Services provider must demonstrate their capability and relevant experience to provide monitoring assurance of projects addressing any of the scope described above in this lot, which is unique, within this DPS, to the Urban Living Lot.

The DPS is divided into 48 Lots based on the different areas of innovation to which the projects relate.
The DPS is a completely electronic tendering system through which Monitoring Services Providers (MSPs) can apply to be admitted to a specific Lot. Interested parties must specify which Lots they are applying to join. Admission to a Lot or Lots is no guarantee of work, but Innovate UK's intention would be to invite tenders from MSPs within Lots for future Monitoring Services opportunities.
MSPs can apply to join the DPS at any time in the life of the DPS by completing the registration details at https://innovateuk.force.com/s/registration-page . Those meeting the selection criteria will be admitted to the DPS.
This Contract Notice replaces the original Contract Notice for this DPS with reference 2018/S 037- 080867 and all subsequent extensions. The duration of the DPS has been extended and is now valid until 23/02/2025.
The DPS was originally advertised with a potential duration of 4 years at an estimated value of £10,000,000 per annum and therefore a total value of £40,000,000. It has been in place for 6 years. This notice extends the duration of the DPS for a seventh year and therefore the total advertised value is set at £70,000,000. There is no guarantee of spend under this DPS and values are based on estimated volumes.
The intention is that the DPS will not be extended past 23/02/2025 and UKRI intend to engage with the market in 2024 to inform the procurement strategy for these services following expiry of the DPS.
The contracting authority considers that this contract may be suitable for economic operators that are small or medium enterprises (SMEs). However, any selection of tenderers will be based solely on the criteria set out for the procurement.
